About this file

This is a Request for Quote for travel agency services issued by the Illinois Department of Commerce & Economic Opportunity (DCEO). The agency seeks qualified travel agencies to provide comprehensive international travel services, including international flight bookings in economy or business class, domestic-to-international and international-to-international routing, ground and rail transportation, hotel accommodations within per diem limits, itinerary management, cancellations and emergency support, travel insurance options, and compliance with State of Illinois travel policies. The contract is anticipated to accommodate DCEO travel needs for two years from the date of execution. Specific response deadlines, site visits, and bidder conferences are not detailed in this document; proposal submission details and deadlines are referenced as posted in the state's e-procurement system, BidBuy.

Pricing and payment terms require the selected vendor to pay all travel expenses upfront and submit itemized invoices to the department for reimbursement, which is subject to the State of Illinois Prompt Payment Act (30 ILCS 540/1). Invoices must include traveler name, travel dates, flight and hotel details, cost breakdown, and proof of payment. All quoted prices must remain valid for 90 days from submission date with no price increases accepted; price decreases will automatically benefit the agency at the lowest quoted rate. Line item quantities are subject to change during the contract period and are not guaranteed. The winning vendor will be selected based on the lowest total bid for all products and services. The agency reserves the right to reject all offers or individual offers for failure to meet requirements.
