Technical Proposal shall include the following appropriately to best describe items and services:
A. A technical description of how the proposed material and workmanship meets or exceeds the stated specifications.
B. A sample schedule of implementation, manufacturer, delivery, installation, and other services/events required by these specifications.

After discussion among committee members, those proposals, which are considered to be in the competitive range, are identified for further evaluation. The committee may elect to award a Bidder without further discussion or may determine that no proposal meets the needs of WRTA.

Developer Responsibilities
The following information describes the vision of the WRTA for this project. WRTA is open to all ideas to execute this vision. Interested parties should communicate how these initial concepts align with their mission and company goals, and bring other ideas to the table for discussion.
• A mixed-use development that includes:
o A new Federal Station, downtown bus terminal. (WRTA controlled and managed) o Street-level retail/commercial space (Developer involvement is negotiable) o A shared automated parking garage above retail and bus station. (Developer involvement is negotiable) o Multi-family housing, consisting of a market-analysis informed mix of market rate and affordable units. (Built and managed by Developer) o An amenity deck with a green roof with private access for the residents. (Built and managed by Developer)
• Non-negotiable o The WRTA will continue to own the land because it is a federally locked asset.
o The Developer will finance the fit out of the multi-family housing, managing the units and amenities following construction, while providing guidance and feedback on the entire project. The Developer can choose to work with Bowen or bring in their own designer for the fit-out of the housing and amenities.
• Negotiable o Developer involvement in building and managing the automated parking garage. WRTA is working on securing public funding for this.
o Developer management of the retail tenants.
o The WRTA would prefer to sell the air rights to a developer selling owner-occupied units and maintaining an HOA to manage maintenance of the building, but WRTA will follow the recommendations of the Developer partner based on a market analysis to determine the unit mix and whether the building will consist of apartments or condos.
Design Criteria
1. Site Planning & Integration - 340 W. Federal St., Youngstown, OH
• Ensure seamless pedestrian and vehicular circulation between the transit station, retail spaces, parking, and residences.
• Prioritize transit access and visibility; the bus station will be the anchor use in the development.
• Integrate multi-modal connections (pedestrian, bike, ride-share, micro-mobility).
• Promote active street frontages and vibrant public spaces.
• Design must be context-sensitive, respecting surrounding neighborhoods and zoning overlays.
▪ Central downtown location, directly adjacent to the Tyler History Center, the DeYor
Performing Arts Center, the YSU Excellence Training Center

• Design flexibility to accommodate a mix of small-scale and medium-sized tenants, with a preference for a café on at least one of the corners.
o Café space roughly 3,275 SF o retail space approximately 10,000 SF
• Foster transit-supportive uses (cafés, convenience stores, services). Consider a small grocer, given community interest in downtown amenities.
• Utility and ventilation systems will be independent from residential systems where feasible.
4. Parking Facility Requirements (Developer involvement is negotiable)
• Include a shared-use automated or smart parking garage to serve transit riders, residents, retail customers, and the general public.
• WRTA is currently working with AutoParkit to offer design assist with this portion of the building.
• The system integrates on-demand EV charging, bike storage, and residential storage.
• Garage design must minimize visual impact and conform to urban design best practices and the
Youngstown form zoning code.
• Per Youngstown zoning, the project is required to provide 80 parking spaces for the non-residential uses as currently designed, and 2 spaces per residential unit.
5. Multi-Family Housing Requirements (Built and managed by Developer)
• The developer must conduct a market-based housing analysis to determine unit mix and gaps in the existing market.
• Provide a range of unit types (ideally studio, 1-2 BR) to support mixed-income residents.
• Ideally, several units will be designated as affordable housing (based on AMI benchmarks).
• Access to shared amenities (e.g., rooftop spaces, fitness rooms) and dedicated residential entries.
o The developer will provide recommendations for desired amenities and sizes.
• Design must ensure privacy, security, and noise mitigation from adjacent transit and retail uses.
• Residential access should interface with transit amenities while ensuring privacy.

• Incorporate green roofs, water conservation, and stormwater management features.
• Design for climate resilience, including heat island reduction, and energy efficiency.
• Preference for low-carbon building materials and sustainable construction practices.
7. Urban Design and Architecture
• High-quality, contemporary urban design that reflects community character.

8. Equity & Community Impact
• There will be a preference to commit to local/ regional hiring.
• Must provide for public engagement in the design process (workshops, charrettes, surveys). The
WRTA has engaged multiple entities within the community as a strategic advisory committee to provide feedback on the design and impact of the project.
9. Financial & Legal Structure
• The prospective developer will propose a public-private partnership (PPP) structure: lease, joint venture, or development rights model.
• Clearly outline the financing plan, including sources of equity, debt, subsidies, and tax credits and defining roles and responsibilities related to construction, operation, and maintenance.
• Include long-term revenue-sharing mechanisms (e.g., lease payments, parking revenue sharing
(if applicable, retail revenue).
• Define responsibility matrix for operations, maintenance, and capital renewals.
10. Phasing & Implementation
• Design for the project is currently in the Schematic Design phase, with the intent to bring the developer on board for Design Development in October 2025. Continuing with the schedule, the drawings will be completed and ready to issue for bid in 2027.
• WRTA will be applying for grant funding in late 2025 for early 2026.
• Construction is anticipated to last 18 months.
