About this file
This document is a Request for Information (RFI) Questions and Answers file for the Gulf Barge Re-Compete procurement. The single question and response address whether Voluntary Tanker Agreement (VTA) program enrollment will be considered as an evaluation factor or preference in the award determination, consistent with the VTA's prioritization schedule and peacetime contracting priority afforded to VTA participants under 87 FR 67119.
The contracting agency, identified as TCAQ, clarified that it is currently in the market research phase and has not yet established evaluation criteria for this procurement. TCAQ explicitly stated that VISA/VTA preference will not be a factor in the award determination. This response indicates that bidders should not expect any advantage or preference based on VTA program participation when this solicitation is ultimately released.

RFI Questions: Gulf Barge Re-Compete
QUESTIONS RESPONSES
Reference: Section 52.212-2, Evaluation — Commercial Items Question: Will the contracting officer consider Voluntary Tanker Agreement (VTA) program enrollment as an evaluation factor or preference in the award determination, consistent with the VTA's prioritization schedule (87 FR 67119, Section III.A.3) and the peacetime contracting priority afforded to VTA program participants?
TCAQ is currently in the market research phase and has not yet established the evaluation criteria. However, we do not expect VISA/VTA preference to be a factor in the award determination.
