About this file
This is a Request for Information (RFI) worksheet issued by United States Transportation Command (USTRANSCOM) for scheduled fuel barge transportation services in the Gulf Region under solicitation number TRANSCOM26W001.
USTRANSCOM seeks information from interested parties regarding their capabilities to provide tug and barge transportation services for Department of Defense-owned bulk fuel, specifically Jet A Fuel (JAA), Jet Propellant 5 (JP5), and Marine Diesel (F76). The requirement involves furnishing three tank barges with capacities of 25,000 to 30,000 barrels each (totaling 50,000 barrels for two operating tows and one on-call tow), along with tugboat operations, maintenance, repair, and positioning services. The contractor must provide a United States Coast Guard-endorsed tankerman at all loading and discharging points, maintain 24/7 equipment and crew availability, and operate cargo pumping systems, tank stripping systems, and water stripping systems. The anticipated NAICS code is 483211 (Inland Water Freight Transportation) with a small business size standard of 1,050 employees. The RFI solicits information on contractor capabilities, relevant experience, commercial availability and market practices, industry standards, insurance and liability requirements, VISA and VTA participation, and transition considerations. Interested parties should describe their understanding of the fuel types involved, experience with U.S. Coast Guard compliance, vessel suitability, existing tug and barge capabilities, organizational conflicts of interest, and preferred lead time between contract award and performance start. The worksheet provides blank response fields for all inquiries, allowing contractors to detail their qualifications, past performance, commercial pricing models, and suggestions for procurement improvements.
