About this file

This is a Questions and Answers document from a Request for Information (RFI) dated August 27, 2026, regarding an Air Mobility Command (AMC) Gateway passenger processing and baggage handling contract at Seattle-Tacoma International Airport (SEA-TAC), with an anticipated October 1, 2027 start date.

The Government seeks contractor capability to perform administrative, documentation, and manifesting duties for military passenger processing, including baggage handling limited strictly to terminal-side operations (acceptance, tag identification, weight interrogation, passenger staging, carousel monitoring, and manifest reconciliation). The contractor is explicitly not responsible for ramp-side transport, aircraft loading/unloading, baggage tug/belt loader operation, or physical handling of Military Working Dogs—those functions remain with commercial airlift carrier ground handlers. Contract requirements reference a Performance Work Statement (PWS) covering GATES system operations, manual manifest procedures, AMC passenger processing, MICAP cargo handling, and Military Working Dog documentation coordination. The contractor must provide personnel with skills to meet PWS requirements but is not required to provide ground support equipment, flight-line vehicles, or motorized GSE. The Government will not provide specialized training but expects contractors to self-train using governing publications (primarily DAFI 24-605). Historical workload data will be included in the draft PWS to support offeror staffing and pricing development. The Government is conducting market research and will consider both commercial airport and military experience as relevant past performance. A site visit or pre-proposal conference is not currently planned.

Does the Government anticipate requiring prior GATES experience at proposal submission, or may a contractor hire qualified personnel and complete required training during transition? 27-Aug-26

The intent of this RFI is to gather information to help the government draft a requirement. As such, questions detailing specific daily operations, logistics, workload volumes, or precise technical parameters will not be answered at this time.

Military-Specific Training

What additional Government-furnished training will be available for AMC passenger processing, manual manifests, MICAP cargo, Military Working Dogs, or other military-specific requirements? 27-Aug-26

The intent of this RFI is to gather information to help the government draft a requirement. As such, questions detailing specific daily operations, logistics, workload volumes, or precise technical parameters will not be answered at this time.

Manual Manifest Procedures

Will the Government provide current SOPs, approved templates, and training for the manual passenger and cargo manifest procedures that must be established and tested quarterly? 27-Aug-26

The intent of this RFI is to gather information to help the government draft a requirement. As such, questions detailing specific daily operations, logistics, workload volumes, or precise technical parameters will not be answered at this time.

4 Historical Staffing

Can the Government provide the approximate current staffing level, management structure, shift coverage, and FTE requirements for the existing SEA-TAC operation? 27-Aug-26

No. The Government wants to see how a contractor would staff personnel for this service.

5 Key Personnel

Does the Government anticipate requiring specific key personnel with prior AMC, military air terminal, or GATES experience? 27-Aug-26

Government requires personnel with the skills necessary to accomplish the PWS requirements.

6 Incumbent Workforce

Is the current C2G workforce subject to a collective bargaining agreement, Service Contract Labor Standards, right-of-first-refusal requirements, or other successor-contractor provisions? 27-Aug-26

The intent of this RFI is to gather information to help the government draft a requirement. As such, questions detailing specific daily operations, logistics, workload volumes, or precise technical parameters will not be answered at this time.

Mission Schedule and Delays

Can the Government provide typical mission operating windows and additional historical information regarding the approximately 30% of missions that experience delays, including average delay duration, overnight delays, aborted missions, and overlapping missions? 27-Aug-26

The intent of this RFI is to gather information to help the government draft a requirement. As such, questions detailing specific daily operations, logistics, workload volumes, or precise technical parameters will not be answered at this time.

8 Baggage Scope

Please clarify whether baggage handling is limited to terminal-side acceptance, processing, staging, and reconciliation, or whether the contractor is also responsible for ramp-side transport, aircraft loading/unloading, baggage tugs, belt loaders, or other aircraft-side handling. 27-Aug-26

Baggage handling under this contract is strictly limited to terminal-side operations (acceptance, tag identification, weight interrogation, passenger staging, carousel monitoring, and manifest reconciliation). The contractor is not responsible for ramp-side transport, driving baggage tugs/belt loaders, or physical aircraft loading/unloading.

Those ramp functions are performed by the commercial airlift carrier's ground handling personnel (PWS 1.2.16.2, 1.3.1.2, and 4.12).

Ground Support Equipment

Will the contractor be required to provide, lease, maintain, or operate any vehicles or GSE? If so, can the Government identify the anticipated equipment requirements? 27-Aug-26

No, the contractor is not required to provide, lease, maintain, or operate flight-line vehicles or motorized Ground Support Equipment (GSE)

10 MICAP Cargo

Can the Government provide historical volume and general characteristics of MICAP cargo handled at SEA, including typical shipment size, handling requirements, and whether hazardous materials are included? 27-Aug-26

The intent of this RFI is to gather information to help the government draft a requirement. As such, questions detailing specific daily operations, logistics, workload volumes, or precise technical parameters will not be answered at this time.

11 Military Working Dogs

Please clarify the contractor's responsibility for Military Working Dogs. Is the contractor primarily responsible for passenger/document processing, or will contractor personnel physically handle, transport, stage, load, or unload the animals? Will the Government provide required training and procedures? 27-Aug-26

The contractor is strictly responsible for administrative, documentation, manifesting, and notification coordination.

Contractor personnel do NOT physically handle, walk, transport, load, or unload Military Working Dogs (MWDs). The MWD Handler maintains custody and control of the animal, while commercial airlift ground handlers perform ramp loading/unloading (PWS 1.3.2–1.3.2.4). The Government will NOT provide specialized MWD training courses. The contractor must train its personnel using the governing publications provided in the PWS (primarily DAFI 24-605, Volume 2, Chapter 4A, paras 4.6.6–4.6.6.2.7) at its own expense

(PWS 3.4 & 4.4).

12 Transition Period

What transition period is anticipated between award and the October 1, 2027 start date?

Will the incoming contractor receive access to incumbent procedures, GATES training, historical records, systems familiarization, and operational knowledge transfer? 27-Aug-26

The Government wants to know how much lead a contractor would need between contract award and 1 October 2027. Refer to RFI section

3.4 question #2. PWS paragraph

4.10 covers phase in/phase out requirements. The incumbent is not responsible for sharing their procedures. Contractor are responsible for their procedures in accordance with PWS paragraph 1.

Past Performance/Relevant Experience

For the future solicitation, will comparable commercial airport passenger processing, baggage services, terminal operations, and high-volume common-use operations be considered relevant past performance, or will prior military/AMC Gateway experience be required? 27-Aug-26

The Government is conducting market research and is interested in receiving information on both commercial and military experience.
