About this file
This is a Request for Information (RFI) issued by the United States Transportation Command (USTRANSCOM) regarding Air Terminal and Ground Handling Services (ATGHS) at Seattle-Tacoma International Airport in Washington. The RFI is for market research purposes only and does not constitute a commitment to award a contract. USTRANSCOM plans to award a follow-on contract in June 2027, with a performance start date of October 1, 2027, to support Air Mobility Command (AMC) Gateway Passenger services. The anticipated contract scope includes check-in counters, passenger processing, baggage handling, dependent/unaccompanied minor escorts, and specialized cargo handling (MICAP and Military Working Dogs) for one outbound/originating mission per day, seven days weekly, 365 days annually, with capacity for two missions daily during delays or aborts. Historical data indicates 30% of missions are delayed annually, with baseline workload of approximately 3,900 to 6,200 passengers and 300 to 500 pets monthly.
Interested parties must submit responses via email by 4:00 p.m. Central Time on September 4, 2026, to the designated points of contact. Responses should not exceed 10 pages (excluding cover letters and title pages) and must include company information, business size classification under NAICS 488119 (Other Airport Operations) with a $40,000,000 small business threshold, and detailed capabilities addressing five key areas: relevant contract experience with similar workload metrics and FTE staffing, lead time requirements between award and performance start, experience with Global Air Transportation Execution System (GATES) and military logistics systems, procedures for handling Military Working Dogs, and operational risk mitigation strategies for coordinating with commercial airlines on shared check-in counters. The RFI also requests information on commercial availability, industry standards, typical contract types and structures, pricing approaches, evaluation criteria, conflict of interest concerns, technological innovations, and challenges faced by non-incumbent contractors. USTRANSCOM has indicated that small business set-aside opportunities are being considered for this NAICS code.

FOR
UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)
AIR TERMINAL AND GROUND HANDLING SERVICES (ATGHS), SEATTLE-
TACOMA (SEA-TAC) INTERNATIONAL AIRPORT, WASHINGTON
TRANSCOM26C007
1. RFI Overview
In 2027, USTRANSCOM plans to have a contract in place for Air Terminal and Ground Handling Services (ATGHS) on behalf of Air Mobility Command (AMC) in support of the Defense Transportation System (DTS) and Pacific Command (PACOM). The contractor shall facilitate on-time aircraft departures and maintain the capability to provide sustained Gateway Passenger services for one outbound/originating mission a day, seven days a week, 365 days a year with the reciprocating inbound/terminating missions, and workload associated with any mission delays/aborts, which may create situations where there are two outbound/originating and/or two inbound/terminating missions in a given day. USTRANSCOM seeks a solution that minimizes disruptions and provides cost-effective, compliant services. USTRANSCOM is seeking information about what solutions currently exist in the market and is interested in learning about what information industry may need to scope a logical roadmap to succeed.
This announcement constitutes an RFI for informational and planning purposes only.
THIS IS NOT A REQUEST FOR PROPOSAL (RFP), nor is it to be construed as a commitment by the Government. No contract will be awarded as a result. USTRANSCOM highly encourages responses from capable businesses of all sizes, including large and small business concerns and all socioeconomic categories. However, it should be noted that small business set-aside opportunities are being considered for the NAICS identified in Section 3.2.
3.4. What We’re Looking For
Interested Parties are invited to provide information on the following subjects of interest, specifically describing your capabilities in successfully executing the following:
1. The Government anticipates the contractor will provide AMC Gateway
Passenger and Baggage Services at SEA-TAC, including check-in counters, passenger processing, baggage handling, DV/unaccompanied minor escorts, and processing limited specialized cargo (MICAP and Military Working Dogs) under volatile scheduling dynamics (historically 30% of missions delayed annually). Please identify and describe up to three (3) contracts performed by your company within the last five (5) years that demonstrate your experience supporting a workload of similar size, scope, and complexity at a single commercial or military airfield. For each contract, please provide:
• Workload Metrics: Specific passenger and pet volumes processed (using the 2025 SEA-TAC baseline of ~3,900 to 6,200 passengers and ~300 to 500 pets per month on PWS pg. 28).
• FTE Staffing: The number of personnel employed at that site.
• Airport Integration: A brief description of how your firm coordinated with commercial airport authorities and carriers for shared common-use space/infrastructure.
2. How much lead time do you require between contract award and the 1
October 2027 performance start date to successfully recruit, background-check, badge, and complete the 6 mandatory SEA-TAC airport training courses for your staff, while simultaneously securing and leasing office space in the south end of the terminal?
3. The contractor must establish manual passenger/cargo processing procedures and test them quarterly. Do your personnel have documented experience operating the Global Air Transportation Execution System (GATES) or executing manual flight manifest procedures in a high-volume gateway environment? What training curricula does your firm utilize to keep personnel proficient in military-specific logistics systems?
4. The PWS requires the handling and processing of Military Working Dogs
(MWDs) alongside standard baggage and cargo. Does your firm have established procedures or foresee any regulatory/TSA challenges with safely processing active military working dogs through commercial terminal security and boarding areas?
5. The contractor must coordinate with the commercial airline ground representative to utilize six common-use check-in counters. Based on your experience, what specific operational risks exist when military missions are delayed and conflict with commercial airline schedules, and what specific PWS language or government support do you recommend to mitigate these conflicts?
Provide the following project or contract information for requirements deemed similar to this one:
• A brief description of the project
• Contract number
• Period of performance
• Was your company a prime or subcontractor?
• Dollar value of the project
• Scope of the portion your company supported
If your company is a large business, specify whether you partnered or subcontracted with small business concerns to provide the same or similar services as this requirement.
If your company has no direct performance or experience with the above, explain how you will perform tasks utilizing experienced subcontractors through a proposed teaming arrangement or the hiring of qualified personnel.
3.5. Commercial Availability
Commercial Practices. Request responses to the following questions as they pertain to providing SEA-TAC ATGHS support.
• Is this service available commercially? If so, what commercial solutions can address the requirement?
• What applicable industry standards, terms and conditions, regulations, trade journals, or process guides are relevant to this type of service?
• What types of contracts are normally used in the commercial marketplace for this type of service (e.g., single-award, multiple-award, firm-fixed price, cost reimbursement, labor hour, time-and-materials)?
• What contract length is normally used in the commercial marketplace for this type of service (e.g., base year plus four options)?
• What is the recommended pricing structure, and what are the largest cost-drivers for this type of service?
• What evaluation criteria are typical for use in selecting a contractor to provide this type of service?
• Are there any organizational conflict of interest concerns?
• Are there technologies the Government should adopt, if feasible, to improve this requirement?
• Are there challenges posed to non-incumbent interested parties that should be addressed?
4. Other Important Information
Please list existing contract vehicles available for use in procuring this requirement, to include Federal Supply Schedules, GSA Governmentwide Acquisition Contracts, DoD Indefinite Delivery Indefinite Quantity contracts (known as “IDIQs”), or any other Government Agency contract vehicles. (This information on available contract vehicles is for market research only and does not preclude your company from responding to this notice.) Please list any existing contracts you have which could be used for this potential procurement.
Provide any other suggestions or considerations to improve this procurement. Are there software advancements, industry developments, or innovative solutions to be considered?
Please feel free to provide questions and/or comments on the draft Performance Work Statement (attached), citing any information you feel may improve/innovate this requirement.
5. Conclusion
