Question #QuestionAnswer
1Is this a completely new requirement or is a contractor is performing this work? If the latter, are you able to provide the incumbent information: contractor name and contract number?Currently, USTRANSCOM does not have an existing contract for the Vessel Architecture requirement. The Vessel Architecture is a new requirement for USTRANCOM.
2Workload – Can an expected annual workload be provided for ICODES projects for the MEO? Specifically, an approximate number of New Vessel Projects / Vessel Upgrade or Maintenance projects would be very helpful.The anticipated workload for the MEO is as follows:

- 5 New Vessel additions Yearly

- 35 Vessel Updates Yearly 3 Workload – Is there currently a backlog of New & Upgrade vessel projects to be addressed? If so, can the approximate number of vessels in backlog be provided, and is there an intended timeframe to clear this backlog before moving into the typical annual workload? Yes, there is a current backlog of vessels to include new additions and updates. The breakdown is as follows:

- New Vessels to be added into the ICODES Repository: 32

- Vessel updates already existent in the ICODES Repository: 46

4Security – SECRET vessels – Is there an approximate expected percentage of vessels expected to require handling under classifications above UNCLASSIFIED?No. Vessel raw data files should be requested to not include information above the classification of CUI.
5Security – SECRET Facility Clearance Level – Does any data associated with maintenance of the ICODES system (including ICODES drawings and Trim & Stability data) for any vessels identified in the RFI/PWS require handling above the UNCLASSIFIED level? If not, can the contract be handled by personnel possessing SECRET clearances, but without a SECRET FCL? As part of this, could this contract be handled as a non-possessing with handling of all classified information done at government/customer facilities?Vessel Raw data files should not contain any information above the classification of CUI. Therefore, to the understanding of the ICODES PMO a classification of SECRET for the FCL would not be required. In addition, it is the belief of the ICODES PMO that personnel possessing a SECRET clearance would suffice for the work expected. Again, there should be no handling of data at the SECRET classification level.
6Security – SECRET Interim FCL application timeline – Our company does not currently possess a SECRET FCL. Our understanding is that FCL’s must be requested / sponsored by an agency in support of issuance of a contract. Is it acceptable to submit a proposal in response to a potential solicitation with the interim FCL to be requested during the proposal review?The understanding of the ICODES PMO is that there will be no handling or storage of Secret or Higher classification documents. Therefore, no current requirement exists for a FCL of SECRET or higher.
