REQUEST FOR INFORMATION (RFI)

For

UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)

VESSEL ARCHITECTURE

1. Purpose

This Request for Information (RFI) is being issued for informational and planning purposes. United States Transportation Command (USTRANSCOM) is seeking information from industry to assist with the development and planning of a contract requirement for the services outlined in the Draft PWS, see Attachment 1. The information requested will also be used within USTRANSCOM to facilitate decision making and will not be disclosed outside the agency.

This announcement is not a Request for Proposal (RFP) or solicitation of any kind. USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI.

2. Background

The Department of Defense (DoD) relies heavily on efficient and effective transportation planning, particularly for the deployment and distribution of forces and equipment. Vessel Architecture is paramount to the success of the Integrated Computerized Deployment System (ICODES) Program. Accurate vessel data is critical to the development and sustainment of the ICODES vessel library used by all DoD vessel load planners. The system provides users the ability to support staging, conveyance load planning, and multi-modal planning across various military and commercial transportation modes, during both peacetime and wartime operations.

The Military Surface Deployment and Distribution Command (SDDC) requires the specialized expertise of a Marine Engineering Organization (MEO) to develop, maintain, and update vessel data for designated ships within the Military Sealift Command Core Fleet, Navy/U.S. Marine Corp Fleet, Foreign Flag, and Commercial Dry Cargo Ships. The MEO plays a critical role in ensuring the accuracy, completeness, and currency of the ICODES vessel library, which is utilized by DoD vessel load planners across the Services.

The NAICS for this effort is 541511, Custom Computer Programming Services. The Small Business Administration small business size standard for NAICS code 541511, Custom Computer Programming Services is $34 million annual average receipts (total or gross income). The acquisition strategy of this requirement has yet to be determined.

3. Description – Draft PWS provided at Attachment 1 The Vessel Architecture program provides support for the development and sustainment of the ICODES vessel library, ensuring that it remains a critical tool for DoD vessel load planners. The Vessel Architecture program provides essential vessel and watercraft technical design specifications, cargo compartment layouts, and detailed drawings and data files for incorporation into the ICODES software.

Anticipated Period of Performance:

The anticipated period of performance for this contract shall consist of a base, four (4) option periods, and an optional six (6) month extension:

Base Period: 01 June 25 – 30 September 25 Option Period 1: 01 October 25 – 30 September 26 Option Period 2: 01 October 26 – 30 September 27 Option Period 3: 01 October 27 – 30 September 28 Option Period 4: 01 October 28 – 30 September 29

4. White Paper

Interested parties are requested to submit the following information in the format of a White Paper as outlined below. The White Paper should be concise (no more than 7 pages) and address only the information requested below (title pages, cover letter, etc., will not count against the 7-page limit). Again, this information will support market research activities within USTRANSCOM.

A. Company Information (General)

B. The projected NAICS for this effort is 541511, Custom Computer Programming Services. The Small Business Administration small business size standard for this NAICS code is $34M. Based on this NAICS, identify your business size as Small or Large. If a small business, identify if any of the following are applicable: HUBZone, Service-Disabled Veteran Owned, Veteran Owned, Small Disadvantaged Business, Woman Owned, or Economically Disadvantaged Woman Owned.

C. Capabilities: Generally describe your company’s capabilities and interest in fulfilling SDDC’s Vessel Architecture requirement. USTRANSCOM is not asking for disclosure of specific or detailed innovative solutions. Provide specific contracts that your company has performed (contract numbers, commercial or noncommercial, contract type). Specifically address the information in subparagraphs 1-5 listed below:

1. Describe your understanding of ship characteristics, drawings, and trim and stability.

2. Describe your familiarity with load planning requirements as it relates to cargo stowage of roll on roll off (RORO), Lift-on Lift-off (LOLO), and specialized vessels (e.g. amphibious vessels).

3. Describe your capabilities related to documenting the vessel layout and characteristics that affect Roll-on Roll-off (RORO) and Liftload-on Liftload-off (LOLO) cargo stow planning, transportation documentation requirements (e.g., manifests), and vessel aspects.

4. Describe your software project capabilities related to identifying and capturing vessel aspects pertinent to stow planning to create an AutoCAD drawing of the vessel developing mapping, geospatial functionalities, and spatial analysis applications.

5. Describe your capabilities related to the understanding and incorporation of trim and stability data pertaining to accurate data acquisition and validation, development of customized data capture procedures, real time stability monitoring and analysis, load planning optimization, and vessel performance evaluation.

6. Describe your capabilities related to the knowledge and usage of the CargoMax software, specifically associated with the calculation of stress and stability based on ship models, determination of optimal cargo loading sequences, evaluation of ship loading configurations against strength and stability criteria, and the verification of compliance with international stability and strength regulations.

D. Is the NAICS code 541511, Custom Computer Programming Services a good fit for the requirement as described? Please provide your recommendation if not deemed appropriate.

E. Please provide comments on requirements in the Draft PWS that may not be clear.

F. Please list existing contract vehicles available for use in procuring this effort to include the Federal Supply Schedules, GSA Governmentwide Acquisition Contracts (GWACs), or any other Government Agency contract vehicles. (This information on available contract vehicles is for market research only and does not preclude your company from responding to this notice.)

G. Any Other Information Deemed Useful to USTRANSCOM.
