About this file

This is a Questions and Answers document for RFI TRANSCOM25D008 regarding a Pentagon Display project. The document contains 12 questions from potential offerors and corresponding government responses.

The Q&A reveals that the requirement is for a new display to be installed in the Pentagon's Corridor #8, 2nd Floor, replacing an existing 18' x 6' display. Key technical details include: a new aluminum frame is required; the background panel will be new production using Medium Density Fiberboard (MDF); graphics can be printed directly on non-glare acrylic with UV inks rather than using Duraflex; images/captions should have 1/2" standoff from the background; and files can be submitted via modern file transfer methods like Microsoft OneDrive or Dropbox rather than CD. The government indicates they are open to modern production techniques and technologies. The project appears to be a shorter-term effort (typically completed within 8 weeks) rather than a multi-year contract. A site visit may be conducted if deemed necessary during the subsequent RFQ/RFP phase.

Please confirm if we are to supply a new aluminum frame. The file Pentagon Display Concept Reference Guide page (2) notes "Current frame to be reused with new printed media replacing existing panel components.", but the document mentions replacing an existing command display.

The intent is to procure a new frame along with the display.

Are there any existing displays we are responsible for removing or relocating? If so, where are the existing displays, are they identical to what we are producing or are you able to provide specifications for what we are disposing of?

The existing display is located in the Pentagon, Corridor #8, 2nd Floor, between B and C Rings and adjacent to Room #2C849A. It is roughly equivalent in size and make-up of the display we are seeking to replace it with, measuring approximately 18 feet long by 6 feet high and secured to the wall with toggle bolts. It has an aluminum frame with various images and graphics mounted to the background material.

3 Are we replacing the background panel on the existing display or reusing it? How is the current background panel produced and what substrate is it on.

Yes, the background panel will be new production along with the rest of the display. We believe that the current panel is made of Medium Density Fiberboard (MDF). We cannot say for sure how it was produced.

4 Should the sides of the MDO be painted white, black or another color? Initial intent for MDO sides is black, but we're open to any suggestions on how best to display the material.

Printing on Duraflex is a very old photographic process. We recommend direct printing the new graphics subsurface on the non-glare acrylic with UV inks and than backing this with MDO. Is this acceptable?

Yes. We utilized the term "Duraflex" based upon historical documentation from the acquisition of the previous display.

We are open to proposals to create the new display utilizing the latest technologies and techniques.

What depth would you like the standoff bolts that attach the various pictures symbols etc? This will determine how far the graphics float off of the background.

Our initial concept was mount the images / captions with 1/2" standoff to the background; however, we are open to suggestions on the most effective way to construct the display.

Your package references providing files in Adobe Page Maker which was discontinued by Adobe in 2004 . Can reports be submitted in Windows formatted versions of other Adobe Software products?

Yes, either Windows or Mac formatted Adobe Software products are acceptable.

Do you still require files to be provided on CD or can they be uploaded to an FTP site, such as Microsoft One Drive or Dropbox? We are wandering if this requirement was from an past bid.

Yes, this information is left over from a past acquisition. Files for approval and action can be uploaded/transferred using File Transfer Protocol means such as Microsoft One Drive or Dropbox.

For item 3.4 we've produced many projects similar to this effort for the commercial marketplace. Can these be submitted under this request or do you require federal government contracts?

The RFI requests project or contract information for requirements deemed similar to this effort.

For item 3.4 we've also produced a few projects for the government as subcontractors, but only our scope of work has been disclosed from the prime not the contract number. Can we submit this project with all of the details except the contract number?

The RFI requests project or contract information for requirements deemed similar to this effort.

Item 3.5 "What contract length..." does not seem germane to a smaller graphic project like this. Typically they are short term contracts completed in under 8 weeks, definitely within the same year? Does base year + 4 refer to renewing the same effort with new graphics so the government would issue a contract to produce replacement graphics or additional displays under this effort?

No, the items in parenthesis are questions for industry that may/may not apply when considering submitting a response to this RFI.

Is it possible to do a site visit to see the existing or similar display prior after the RFI is completed, but prior to submitting a bid when you reach that stage?

The Government may conduct a site visit if determined to be necessary for this requirement. This information will be addressed in the RFQ/RFP at that time.
