About this file
This document details the Buckley Fire Reporting System (FRS) for Buckley Air Force Base, describing a comprehensive fire alarm and reporting infrastructure across 100 buildings. The system utilizes AES Radio Frequency Transceivers operating on a 413.2MHZ FCC-approved frequency, with all alarm data routing to a 911 center in Building 1028. Each building is equipped with a Fire Alarm Control Panel (FACP), with the Simplex Grinnell 4100-ES identified as the base's preferred FACP model.
The documentation specifies a precise equipment package for the AES Fire Reporting System, which must include: 1) AES 7788F Radio Frequency Subscriber with antenna, 2) AES 7795 Full Data Module kit, 3) AES 7740 Local Annunciator, 4) a Digital Alarm Control Transmitter (DACT) programmed for AES Subscriber communication, and 5) SIS/AES Digital Alarm Control Receiver programming by Systems Group. The system includes two standalone "slave" units in Buildings 1007 and 806, with a future plan to potentially make Building 806 a second master location if Building 1028 becomes unavailable.

Buckley Fire Reporting System (FRS)
The FRS consists of 100 buildings that have an AES Radio Frequency Transceiver that reports through an AES Net Mesh proprietary system over an FCC approved Buckley AFB frequency of 413.2MHZ to the 911 center in building 1028. The Buckley AFB Frequency Manager, Dan Clampitt, controls the use of this frequency. Building 1028 contains SIS alarm Station software that operates the FRS such that the Buckley Fire Department can respond to situations as the events come up on the screens.
Each building has a Fire Alarm Control Panel that sits 2’ to 5’ away from the transceiver and communicates with it be RS-232 cable and/ or regular zone wiring. If the building has a Fire Suppression Panel (FSP), it reports to the FACP, which then reports to the FRS in the normal way. If the building has Mass Notification in it, the phone is incorporated into the FACP to become a Fire Mass Notification Panel with the 2 functions incorporated into it. This mass notification is not part of the Buckley Mass Notification System in the Building 1030 command post, but can be made to transmit the same messages.
There 2 stand alone “slaves” in the system connected to the headend via fiber and non-NIPR switch in building 1028. The alarm crew has one in Building 1007. The fire department has the other one in Building 806.
There is a plan to make 806 a second master in the future if B1028 goes away all of a sudden.
What to order for a Fire Alarm Control Panel (FACP) to work with the AES Fire Reporting System at Buckley AFB is below. Simplex Grinnell 4100-ES is the Buckley AFB preferred FACP. This includes Mass Notification.
This is a package of what comes with the AES 7788F-ULP-P kit. It must include the following items.
1. AES 7788F Radio Frequency Subscriber – This part number comes with its own antenna.
2. AES 7795 Full data module (FDM) kit includes the 7794 FDM plus the 7762 Hardware
Supervisory Module, which provides power to P/N 3.
3. AES 7740 Local Annunciator
4. The particular FACP Digital Alarm Control Transmitter (DACT) that typically comes with the
FACP, but must be individually programmed by the Fire Alarm company installing the FACP in order to communicate with the AES Subscriber by way of a RS-232 cable.
5. Systems Group must program the SIS / AES Digital Alarm Control Receiver (DACR) in order for the FRS Alarm Station Software to work as designed.
