About this file
This is a solicitation document from the State of New Jersey for preliminary engineering services related to the South Main Street Bridge over Washington Secondary (Conrail) project located in Phillipsburg Town, Warren County. The solicitation seeks technical proposals for preliminary engineering, final design, and construction engineering services, with the initial contract limited to completion of preliminary engineering services. The South Main Street Bridge, constructed in 1910, is a two-span simply supported concrete encased structure spanning 53 feet with a width of 61 feet including 11.8-foot-wide sidewalks. The bridge serves as a north-south urban principal arterial with a posted speed limit of 25 mph and is classified as an orphan bridge in poor overall condition due to severe deterioration of both superstructure and substructure components, including scaling, spalling, exposed rusted reinforcement, and corroded steel elements. The project aims to address functional obsolescence caused by substandard vertical and lateral clearances and nonredundant construction through a cost-effective replacement strategy that includes lowering tracks to achieve desired vertical clearance while minimizing environmental impacts. The structure is located adjacent to the historic Union Station and a Warren Through Truss bridge carrying South Main Street over an active Norfolk Southern Lehigh freight rail line.
The solicitation document references technical proposal requirements and appears to establish a framework for phased engineering services, though specific response dates, due dates for submissions, site visit schedules, pre-bid meetings, and award dates are not detailed in the provided excerpt. Pricing terms, funding sources, contract amounts, and set-aside requirements are not specified in the available portion of the document. The contract structure contemplates progression from preliminary engineering through final design and construction engineering phases, with the initial phase focused on preliminary engineering deliverables to support the bridge replacement and track lowering components of the project.

PROJECT DESCRIPTION
The South Main Street Bridge over Washington Secondary (Conrail) is located in Phillipsburg Town, Warren County.
The bridge was built in 1910 and is a two span, simply supported, concrete encased bridge. This structure is classified as an orphan bridge. The bridge has a span length of 53 feet, and a width of 61 feet including11.8-foot-wide sidewalks.
The overall condition of the structure is poor due to the condition of both the superstructure and substructure. The bridge is functionally obsolete due to substandard vertical and lateral clearances. In addition, it is critical due to its non-redundant construction. The deck is in serious condition due to its underside exhibiting severe scaling/spalling with exposed, rusted reinforcement in several bays. The superstructure is in poor condition due to the loss of concrete encasements and corroded bottom flanges of the stringers accompanied by steel exfoliation.
South Main Street within the project limits is a north-south urban principal arterial with a posted speed limit of 25 mph.
The undivided roadway section is comprised of one travel lane in each direction and no shoulders. The bridge is located adjacent to the historic Union Station and a Warren Through Truss bridge, Structure No. 2160-166. Structure No. 2160- 166 carries South Main Street over the Norfolk Southern Lehigh rail line which is an active freight line. The existing vertical clearance is 17’ 4”.
PM 1-Step Federal 1-2026 2
The intent is to enhance safety by addressing deficiencies. It seeks to minimize environmental impacts and develop a cost-effective solution to replace the structure in combination with lowering the tracks to achieve the desired vertical under clearance.
