About this file
This is a Technical Proposal Solicitation issued by the New Jersey Department of Transportation (NJDOT) for construction inspection services under a federal term agreement covering pavement preservation projects across three operational regions: North, Central, and South. The solicitation seeks six selections from submitted technical proposals, with one selection permitted per firm unless otherwise specified. Proposals must be submitted by 10:00 AM on July 8, 2026, with the last date to submit questions set for June 30, 2026. The anticipated selection date is August 2026. The resulting agreements will be three-year term agreements with a requirement that all assigned projects be successfully closed within five years of initiation. Eligible firms must be prequalified by NJDOT in discipline C-6, Level A, as of 10:00 AM on the closing date. No site visits or bidders conferences are mentioned in the solicitation materials.
This procurement utilizes a Cost Plus Fixed Fee agreement structure with federal funding. Only one technical proposal submission per firm is permitted, and no teams are allowed unless specifically noted. Subconsultants and joint venture partners must be cost basis approved by NJDOT by the closing deadline. The Department makes no assurance that work will be assigned under the agreement, nor does it guarantee regional placement according to consultant preference. Selected consultants' personnel cannot be working on or committed to current NJDOT projects without proper release authorization. Consultants utilizing the same key staff personnel across multiple selections will be excluded from consideration for remaining selections after the first selection is made. Firms must comply with federal affirmative action requirements under Title VI of the Civil Rights Act of 1964, obtain Business Registration Certificates, submit Ownership Disclosure Forms, and comply with certifications regarding prohibited investment activities in Iran and prohibited activities in Russia or Belarus. No certified firm utilization goal is established for this project.

The Consultant shall provide construction inspection personnel exclusively for the Department’s anticipated pavement preservation projects within the North, Central, and South Regions. This agreement is strictly limited to pavement preservation, which may require night shifts. The term of these Agreements shall be three (3) years. The selected Consultant’s team must remain committed to this agreement for the full three
(3) year period unless formally released by the Department’s Regional Consultant Coordinator. In accordance with Federal Term agreement requirements, all assigned pavement preservation projects must be successfully closed within five (5) years of initiation of the agreement.
1.2 Selection and Regional Preference
A Consultant is limited to a total of one (1) selection from this pavement preservation solicitation. Selections will be made in the best interests of the Department. However, Consultants are requested to indicate their preference regarding regional assignment (North, Central, or South), as well as any specific Region from which they wish to be excluded from pavement preservation assignments. The Department does not guarantee that the Consultant will be allotted a Region according to their stated preference.
1.3 Task Orders and Staffing Commitments
All work shall be authorized via written Task Orders executed by the Department’s Regional Consultant Coordinator. Task Orders will be issued solely based on the Department’s operational needs for pavement preservation projects, and the Department makes no assurance or guarantee that any work will be assigned under this agreement. Each Task Order issued will define the specific number of Consultant Personnel required and their expected duration of service.
1.4 Resource Flexibility and Reassignment
The Consultant acknowledges that workload and project demands may fluctuate. Consultant Personnel may be assigned to multiple pavement preservation projects simultaneously for varying durations. The Department reserves the right to change or redirect work assignments from one pavement preservation project to another to meet operational needs. Consultant’s individual pay rates will be made based on the title requested and at a rate equivalent to title. The Consultant should be aware that if he proposes a person with a higher title than requested (i.e. substituting a NICET IV for the NICET III) in the Technical Proposal, payment for services provided will be made for the requested title.
Individuals listed on the Technical Proposal CANNOT be working on, or committed to, any current NJDOT project in agreement or selected w/o agreement without proper release authorization from the appropriate Regional Construction Consultant Coordinator.
