About this file

This is an Invitation to Bid (ITB) #23/24-55 for Toro Equipment Parts issued by the Town of Manchester, Connecticut. The bid seeks to secure a contract for Toro equipment parts for the Town's fleet, which includes 15 pieces of Toro equipment such as Groundsmasters, Workmans, Sandpros, and Z Masters manufactured between 2000 and 2018. The bid was released on January 8, 2024, with a deadline for questions on January 18, 2024, and bid responses due by February 8, 2024, at 11:00 am. The contract period is set from March 15, 2024, to March 30, 2026, with an option to extend the contract annually for up to four additional one-year periods. Bids must be submitted electronically through the Town of Manchester's procurement portal, with a virtual bid opening to be conducted via Zoom.

The pricing structure requires vendors to provide a percentage discount off the catalog or list price for Toro parts, with the understanding that catalog prices may change but the discount percentage will remain constant throughout the contract period. The Town spent approximately $15,000 on Toro parts in the previous year, though this is not a guarantee of future purchasing volume. The bid specifies that only Toro-manufactured parts will be accepted, with no substitutions permitted. Delivery requirements include inside delivery for orders over $100, with parts to be delivered to the Fleet Maintenance Garage between 7:00 am and 3:30 pm, Monday through Friday. The vendor must provide a minimum one-year warranty on all parts, covering packaging and shipping for replacement of defective items.
