About this file

This document is a Single Source Justification (Simplified Acquisition) for the purchase of a Bobcat UW56 Toolcat, Model M1225, Side by Side with specified equipment and accessories. The 91st Operations Group (91 OG) currently owns Bobcat attachments that are only compatible with Bobcat brand equipment, and acquiring an alternative brand would incur significant re-procurement costs. The contracting officer has determined that Bobcat is the only reasonably available single source for this requirement, in accordance with FAR 13.106-1(b)(1). The estimated contract value is not provided. As the Bobcat attachments wear out, the 91 OG plans to research other equipment vendors that can satisfy their needs.

The related federal contract opportunity is for the contractor to provide and deliver the specified Bobcat Toolcat model and accessories under Solicitation Number F3CTGG4115AW01. Additional solicitation requirements are detailed in the attached ToolCat Combined Synopsis Solicitation and Bobcat ToolCat Quote Sheet.

Single Source Justification (Simplified Acquisition)

Page 1 of 1Updated: 9 Jun 16

Section A: General Contract Information

Contracting Activity: 5 CONS

Project/Program Name: Bobcat Toolcat

Purchase Request/Identification Number: F3CTGG4115AW01

Estimated Contract Cost (including Options): $

Section B: Description of the Supplies/Services Required

Bobcat UW56 Toolcat, Model M1225, Side by Side with standard equipment and deluxe road package M1225-P01- C01, attachment control M1225-R08-C02, engine block heater M1225-A01-C02, heavy duty battery M1225-R07- C02, high flow package M1225-R01-C02, power Bob-Tach M1225-R14-C03; Rear View Camera, M1225-R20-C01;

Traction Control, M1225-R16-C02.

Section C: Justification for Soliciting from a Single Source or Brand Name

91 OG currently owns the following Bobcat attachments, Buckets:model 0727787-100; Snow Blowers:model SBX240 x 84; Snow Brushes:model 84 ANGLE BROOM; Snow Blades:model V-BLADE-108; and Snow Pushers:model SNOWPUSHER 94 with a total value of $ . Since Bobcat attachments will only work on Bobcat brand equipment, Bobcat brand will continue to be purchased in order for prior equipment to continue to work.

Section D: Efforts to Obtain Competition

91 OG conducted market research and discovered that all quotes for Bobcat equipment go to the corporate office for quotes, therefore, every dealer has the same price. Bobcat brand equipment cannot be used on other equipment as they are not compatible and acquiring an alternative brand would incur re-procurement costs of $ not including manhours and additional time spent by the government.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

As the Bobcat attachments wear out and are no longer usable 91 OG can research other equipment vendors that can satisfy the governments needs.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
