TOFS‐10‐S‐0007 Amendment 000001
Question 1: Is there an incumbent providing the support today and if so, who and what is the current contract number?
Answer 1: Currently this support is not being provided by a contractor to the Department of Treasury, nor is it under contract. The most similar efforts have been previously performed by Pat Taylor and Associates under TDOX090039, which has since expired and is posted on www.financialstability.gov.
Question 2: What is the planned award, transition, and start dates for the procurement?
Answer 2: The Department of Treasury will evaluate proposal submissions after the closing date of the RFP and plans to award shortly thereafter. Specific start and transition times cannot yet be determined as they are dependent on the evaluation and selection process.
Question 3: What is the planned budget for this acquisition? Do you plan on spending up to the $6M ceiling?
Answer 3: The total ceiling projection estimated for services over the performance period is $6,000,000 as identified within the RFP. While task orders can be issued subsequent to award and may total no more than $6,000,000 throughout the entire lifecycle, the Department of Treasury’s minimum guarantee shall be $50,000.
Question 4: What GFP will be provided for this procurement?
Answer 4: Reference is made to Sections 1.0 and 5.0 within the Addendum to FAR 52.212-4, as incorporated within the RFP.
Question 5: Are you going to award T&M or FFP? The RFP mentions both.
Answer 5: Task orders issued subsequent to the initial IDIQ award may be issued on either a Firm Fixe Price or Labor Hour basis. This determination shall be made at time of task order award and dependent upon the level of risk.
Question 6: Is there an incumbent currently performing these functions now? If yes, can the incumbent bid on this current offer?
Answer 6: Reference is made to Question 1 and Answer 1 above.
Question 7: It is not clear what the 10 page limit is for. Is it for the technical proposal including staffing and management plan? Assume past performance, resumes and price are beyond this 10 page limit, correct?
Answer 7: The 10 page limit shall be specifically applied to the Technical Expertise and Staffing/Management Plan sections individually. Past Performance evaluation does not require data submission and pricing shall be provided thru completion of the table within Section 6.0 of Addendum to FAR 52.212-4. The pricing submission is separate and in addition to the 10 page limit set for Technical Expertise and Staffing/Management plan respectively. Resumes may be provided at the discretion of the contractor as part of the Staffing/Management Plan section within the 10 page limit. Reference is made to FAR 52.212-1 and FAR 52.212-2 as incorporated within the RFP. Reference 52.212-1 for other required information.
Question 8: Since Business Analyst and Project Analyst are half time positions (1040 hrs each) - can we propose one individual to satisfy both roles?
Answer 8: The hours provided as part of the pricing model are for evaluation purposes only in regards to the base, IDIQ award. Specific hours and labor category needs shall be determined and negotiated at a task order level subsequent to IDIQ award. Please complete the pricing model with applicable rates for each labor category as described in the model.
Question 9: Can I assume that all the work will take place within the Office of Financial Stability?
Answer 9: Reference is made to section 5.0 of the Addendum to FAR 52.212-4 as incorporated within RFP.
Question 10: Is there a requirement that the proposed resources be U.S.
Citizens? If not, are there any other restrictions based on resource status?
Answer 10: Reference is made to section 3.4 of the Addendum to FAR 52.212-4 as incorporated within RFP.
Question 11: Do you require the identification of any KEY PERSONNEL such as Program Manager? If with resume does that count within either of the 10 page limits?
Answer 11: Yes, reference is made to section 11.0 of the Addendum to FAR 52.212-4 as incorporated within RFP. Yes, a resume may be submitted at discretion of contractor as part of the 10 page limit.
Question 12: If an offeror does not have past performance on file with the PPIRS can they provide an alternate form of past performance descriptions?
Answer 12: If no information is found within PPIRS or thru Treasury research a neutral rating shall be applied.
Question 13: Considering preparing an RFP for this number. No mention of the volume of paper. Can you advise how much paper would need to be scanned?
Answer 13: This shall be determined in accordance with individual task order requirements subsequent to the basic, IDIQ award.
Question 14: Is scanning equipment available on site? If yes, please identify model, manufacture and capacity?
Answer 14: The Department of Treasury does have scanning equipment on site, however, this shall be determined in accordance with individual task order requirements subsequent to the basic, IDIQ award
Question 15: Please identify the anticipated volume of documents to be scanned?
Answer 15: This shall be determined in accordance with individual task order requirements subsequent to the basic, IDIQ award
Question 16: Must all scanned documents be tagged to be 508 compliant?
Answer 16: This shall be determined in accordance with individual task order requirements subsequent to the basic, IDIQ award
Question 17: Can the scanning process be accomplished off-site within the contractors facilities which has a security clearance?
Answer 17: Potentially, yes. This however, shall be determined in accordance with individual task order requirements subsequent to the basic, IDIQ award
Note 1: The Department of Treasury does not currently intend to provide an extension to the RFP closing date.
