Program Support Services Amendment 3

Question 1. How many copies of the vendor proposal response to the RFP are required?

Answer 1. One electronic copy, please refer to Amendment 2, answer 1.

Question 2. Should the Price Model tables be provided as a separate document from the vendor's Technical Response or can they be combined together?

Answer 2. Reference to FAR 52.212-1. Price template shall be separate.

Question 3. We will be hand-delivering our proposal response. Should we deliver to 1500 Pennsylvania Ave. or 1425 New York Ave, NW?

Answer 3. Hardcopy of proposals will not be accepted. Please refer to Amendment 2, answer 1

Question 4. Section 2.1 of the RFQ (Pages 18-19) lists the services for the Scanning and Document Management task as follows:

* Scan documents such as FOIA cases, application files, and general office documents into an electronic environment;

* File all documents in accordance with OFS procedures;

* Organize all files in secure filing cabinets - this action could include printing electronic records;

* Report weekly progress to designated OFS staff; and

* Complete and maintain scanning log, or appropriate tracking forms.

The performance of these services do not appear to be defined as responsibilities of any of the labor categories in the RFQ, according to the labor category descriptions. Please clarify which labor category would perform these services.

Answer 4. Work that you have outlined can be performed by either a Process Analyst or Project Analyst.

Question 5. It is our understanding from the Solicitation that the Technical Expertise and Staffing and Management Plan each have a ten page limit and it is our intent to submit them as one complete document. Would a cover page and Table of Contents be included in the page count for this document?

Answer 5. A cover page and table of contents must be included in the page limitation.

Question 6. Are pdf files submitted via email acceptable for proposal submission?

A6. Yes, please refer to Amendment 2, answer 1.

Question 7. I'm looking at the price table, with the manpower cost breakdown. The solicitation refers to Scanning, document management and correspondence, is the additional staffing to scan documents separate from the price table, is this part of the fixed price quote?

Answer 7. The pricing table is for evaluation purposes only as it will support the best value analysis and selection decision for the base, IDIQ award. Labor hours, categories, and rates shall be incorporated into subsequent task orders for specific work requirements. Additionally, a determination shall be made as to whether each task order shall be Firm Fixed Price or Labor Hour.

Question 8. Reference: Amendment 1, Response to Question 11, the RFP now indicates that a resume(s) “may” be submitted. If an offeror does not submit resumes, will this affect the evaluation adversely? On the other hand, if an offeror does submit resumes will the resumes be evaluated for extra points or possibly an improved score for the submitting offeror?

Answer 8. Resumes may be submitted at the discretion of the offeror if it feels it will support either of its ten page narratives as requested per FAR 52.212-1(b)(4). Resume format submissions will not guarantee an increased or higher rating.

Question 9. What are the estimated award and start dates of the contract?

Answer 9. Reference Question & Answer 2 of Amendment 1.

Question 10. What is the estimated start date of the first task order(s)?

Answer 10. Shortly after the award of the base IDIQ contract.

Question 11. From task award date to start-up, do you anticipate a minimum number of days of lead time to allow the winning contractor to staff against the task order requirements?

Answer 11. The services required under this solicitation are both emergent and urgent. That said, the first task order requirement shall be solicited for shortly after award of the base IDIQ contract. Therefore, a lead time shall take place between the time frame of the base IDIQ award and first task award.

Question 12. It appears the entire pricing proposal will be the templates appearing on pages 24 through 26 of the RFP and that no other supporting documentation will be required. Is that correct?

Answer 12. Yes, please fill out the pricing model completely as requested per FAR 52.212-1.

Question 13. Reference: Section 5.0 and 5.1 and Pricing Template - Question: Pricing of office space, equipment and materials for off-site work is to be identified at the task order level. For purposes of evaluation, should offers assume and/or include an estimate or “plug number” for the estimated cost of such resources or will this not be part of the evaluation?

Answer 13. No, please fill out the pricing model as requested per FAR 52.212-1.

Additionally, task orders shall be issued subsequently on either a firm fixed price or labor hour basis.

Question 14. Reference: Amendment 1 and Incumbent Contract,

a. Under the previous contract with Pat Taylor and Associates, were any billable services provided at the contractor site/facility?

b. The Taylor contract was for “attorney, paralegal and secretarial personnel support services for the Office of Financial Stability (OFS).” Do you anticipate any attorney or paralegal services being ordered under the new contract? If so, should they be priced separately?

Answer 14. a. Work location shall be determined on the individual task order level.

b. It is contemplated that the labor categories provided in the price model shall be utilized to determine the proper labor mixes as needed on a task order basis.

Question 15. What is the typical volume of scanning? Number of documents, historical and current level of effort?

Answer 15. Reference Question & Answer 13 of Amendment 1.

Question 16. What are the historical and current volumes of FOIA requests being processed by

OFS?

Answer 16. Historical volumes and current volumes have no bearing on future task order requirements as they shall be defined at the task order level subsequent to the award of IDIQ.

Question 17. The draft was issued Thurs night, Jan 7. The final was issued on Monday night, Jan 11. The response date is Friday, Jan 15. This is a very rapid turnaround. Are there unusual circumstances requiring such a rapid reply by interested vendors?

Answer 17. The RFP was posted on 1/7. Two amendments have been posted -- one on 1/8 and one on 1/11. This requirement has recently emergent and it is urgently needed to support the department of the Treasury’s needs.

Question 18. Is the maximum contract amount of $6 million to cover the initial period plus all of the option periods, or is it only to cover the initial one year contract period?

Answer 18. The maximum contract is for the base period plus the option periods.

Question 19. The Office of Financial Stability has posted a draft solicitation for technology development. Would participation in this contract, TOFS-10-S-0007, limit any participation in the proposed contract issued by OFS?

Answer 19. A firm answer cannot be provided without proper identification of the draft technology development solicitation.

Question 20. It is my understanding potential vendors who submit the requested Capabilities Statement would receive some type of feedback regarding their submittal and result of whether the Solicitation would be considered for a Set-Aside. Is this correct or should we not expect any correspondence and only review FedBizOpps for that decision?

Answer 20. This is a small business set aside, however, submissions and not capability statements are governed by the proposal evaluation instruction as set forth in the RFP.
