Question Number
Question Answer
1 Is being a Registered Investment Advisor a hard requirement?
In accordance with Section M.1 of the RFP the offeror must be a registered investment advisor under the Investment Advisers Act of 1940, as amended.
Though this may be unlikely, are you looking for 1 firm to fulfill all your requirements as stated in section C?
In accordance with Section L.6 of the RFP, Treasury contemplates award of a single indefinite delivery/indefinite quantity contract.
Are you suggesting that a firm subcontract some of the work out to other firms so that all requirements can be fully met?
The decision to subcontract work to other firms is a business decision and must be made by the Offeror. Treasury can not provide any input into that decision. See Section L.1 of the RFP for relevant proposal requirements.
Can a firm respond to this RFP though they can only fulfill part of the requirements?
Offerors must submit a proposal responsive to the entire work requirement if they wish to be considered for award.
Our firm can provide industry‐leading consulting regarding a specific asset class, but not all of the asset classes potentially covered by the Solicitation.
Can we apply, specifically limiting our proposed services to our area of expertise?
Offerors must submit a proposal responsive to the entire work requirement if they wish to be considered for award.
Our firm can provide industry‐leading consulting regarding a specific subset of the targeted requirements, but not all of the targeted requirements potentially covered by the Solicitation. Can we apply, specifically limiting our proposed services to our area of expertise (a subset of the targeted requirements)?
Offerors must submit a proposal responsive to the entire work requirement if they wish to be considered for award.
Our firm anticipates only providing expertise/services under this Solicitation to a specific asset class. As a subcontractor or joint venture partner, is it a requirement that our firm be a Registered Investment Advisor (assuming the overall portfolio manager or joint venture partner is already a RIA)?
The entity submitting the offer and which will execute the contract with Treasury must be a Registered Investment Advisor in accordance with Section M.1 of the RFP.
If RIA status is required, can our firm apply to provide services with the RIA application process in progress?
The entity submitting the offer must be a Registered Investment Advisor at the time of proposal submission in accordance with Section M.1 of the RFP.
If our firm is best suited to provide expertise/services as a subcontractor because we only provide expertise for a specific asset class, is it necessary to find a joint venture partner before applying?
Or can we apply as a subcontractor?
Offerors must submit a proposal responsive to the entire work requirement if they wish to be considered for award.
If we need to apply as a joint venture, is there a list of interested parties available for joint Solicitation submission?
A list of parties that have indicated an interest in this procurement that was developed as a result of responses to the Request for Information issued by Treasury on June 26, 2009. This list will be posted to FBO under separate cover.
11 Is Real Estate part of the "ASSET CLASSES" referred to in this posting? Please see Section C of the RFP
