The purpose of this amendment is as follows:
1) Provide submission instructions for Final Proposal Revisions by adding Section L.9.
2) Provide clarification regarding Treasury's source selection procedures under this solicitation by amending Section M.1.

The final proposal revision shall be submitted in PDF format electronically to Joshua.Galicki@do.treas.gov with a copy to both Nicholas.Olson@do.treas.gov and Angela.Chiu@do.treas.gov. Hard copies, CDs, DVDs, or any other format(s) will not be accepted. The information requested in Section L.1 and page limits listed in Section L.4 remain the same.

SECTION M -- EVALUATION FACTORS FOR AWARD
M.1 SELECTION
The Treasury’s overall objective in soliciting proposals, evaluating firm responses, and selecting firms is to obtain sound legal advice in the planning and management of activities described in Section C; to ensure the program is managed in the most ethical, transparent, accountable, and cost effective manner possible; to have multiple ID/IQ contracts from which task orders can be issued in an efficient and effective manner; and to maximize small business participation.
The Treasury will award contracts to firms whose proposal in response to this RFP represent the best value to the Government. The non-price evaluation factors, collectively, are significantly more important than price. Treasury’s goal is to award contracts to one or more firms with expertise. The Government will make a collective best value decision of how many contracts to award to and to which firms, based upon all offers received. It is very important to award multiple contracts which provide capabilities in all task areas in section C.4. The Treasury has a preference for having multiple capable vendors in each task area. Treasury will set aside two (2) contract awards for a qualified Small Business concerns. Treasury will first consider all offerors for award under the unrestricted portion of this solicitation, and then consider qualified Small Businesses that do not receive an unrestricted award for the two (2) Small Business set-aside awards.
The non-price evaluation factors included in the best value analysis are listed in descending order of importance: (1) Legal Expertise; (2) Management and Staffing Approach; (3) Past Performance; and (4) Small Business Participation
The remaining non-price evaluation factor, Conflict Mitigation Plan, will be evaluated separately from the factors listed above. The acceptability of the Conflict Mitigation Plan is a requirement, but the factor will not be considered for purposes of any best value trade-off analysis. To be eligible for the best value trade-off analysis, an offeror must receive a rating of “Acceptable” for their Conflict Mitigation Plan.
Legal Expertise
Treasury will evaluate the offeror’s ability to competently handle the most complex, difficult, and time sensitive assignments in one or more of the six subject areas set forth in Section C of this RFP.
Management and Staffing Approach
Treasury will evaluate the proposed Management and Staffing Approach based on the quality, responsiveness, and availability of resources to support the Subject Areas identified in Section C of the RFP.
