The Treasury will respond to written questions received, and these questions and responses will be posted at http://www.fbo.gov. To facilitate the process by which Treasury provides responses, please include the paragraph number when submitting questions. The deadline for receiving questions is August 27, 2009. Treasury may not respond to questions received after this deadline. Questions will not be answered via telephone. No other channel of communication between the firm and an officer, employee, or agent of the Treasury regarding this RFP is permitted, and no information gained from any such communication may be considered in any way binding or limiting on the Treasury.
L.3 SUBMISSION OF RESPONSE
The firm must submit its response in hard copy and in electronic format by the deadline by hand or by commercial delivery service at the address listed in Section L.2, above. Submission of an offer using the United States Postal Service will result in delayed receipt and may render the offer untimely. Please note that the offeror is responsible for ensuring that the proposal arrives at the address listed in Section L.2 above by the deadline.
The Treasury has no obligation to consider a response received after the deadline provided above. The only acceptable evidence of the time of receipt is the Treasury’s time/date stamp on the response or other evidence of receipt maintained by the Treasury.
The firm, by submitting a response to this RFP, warrants and represents that it understands and agrees to all terms of this RFP and the selection process, including the following:
• The Treasury, in its sole discretion, will select one or more firms to perform the services in this RFP, based on its determination of which proposal(s) represent the best value to the Government.
• The Treasury intends to make award on the basis of proposals received without conducting discussions with Offerors. However, Treasury reserves the right to conduct discussions if the Contracting Officer later determines them to be appropriate. Because the Treasury may award without discussions, each Offeror’s initial proposal should present its most favorable technical and pricing response.
L.4 RESPONSE FORMAT
The response must include a very brief cover letter, executed by a person legally authorized to represent the firm, that includes the name, title, address, and telephone number of the individual to receive communications from the Treasury, and statements that the firm (i) understands and agrees to the terms and processes set forth in this RFP, (ii) understands and agrees to the confidentiality provisions in Section H.1, (iii) understands and agrees to the conflict provisions in Section H.5; (iv) understands the full scale and scope of services identified in this RFP, and
