1.1 Scope
The former Reese AFB is not listed on the National Priorities List (NPL). Environmental restoration is executed through the Texas Commission on Environmental Quality (TCEQ) issued Resource Conservation and Recovery Act (RCRA) corrective action permit and compliance plan, consequently there is no Federal Facility Agreement or Records of Decision.
In addition to the requirements presented in this PWS, this scope includes the following:

Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted in Attachment 1.
· Any additional remediation of Well No. JS17-DW014.
· US EPA 7003(a) Order Compliance (this component will be included for performance in FY22 as part of a separate action): The Contractor shall perform semi-annual groundwater sampling of up to six (6) domestic wells under the USEPA 7003 Order which are still being monitored as a result of groundwater contamination from the Tower Area plume. This sampling will continue for the duration of the project. The contractor shall pay any fees and/or costs associated with the necessary rights of access or easements required to complete the work described in this section.

2.6.1 Meeting/Teleconference Support
· Former Reese BCT meetings are currently held on an as-needed basis approximately 2 times per year, and are typically scheduled to occur the same week as other Air Force meetings (e.g., public meetings, stakeholder meetings). Onsite meetings are typically held at the former base in the main conference room of the Lubbock-Reese Redevelopment Authority. Offsite meetings are held at the TCEQ’s offices in Austin, Texas.
2.6.2 Public Meetings and Hearings
· The Restoration Advisory Board (RAB) at the former Reese AFB was adjourned and there are currently no plans to reform the RAB; however, tad-hoc meetings to inform the Lubbock community of the environmental cleanup progress may be required.
· Newspaper notices and facts sheets/written meeting materials shall be prepared in both English and Spanish.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· No additional base-specific requirements beyond those specified in the PWS.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· The Contractor shall conduct LUC/IC inspections at sites listed in Attachment 1 and prepare a report. Currently, LUC/IC monitoring is held on an annual basis.
6.15 Five-Year Reviews
· The Contactor shall prepare the Five-Year Review Report for sites identified in Attachment 1. The next Five-Year Review Report is due in September 2026.
