1.1 Scope
The former Homestead Air Force Base (AFB) is located in Homestead, Florida. Homestead AFB was closed on 31 March 1994. Whole-base transfer completed in 2006. A total of 1,962 acres were retained by the Department of Defense for operation of Homestead Air Reserve Base and some acreage was transferred to other federal agencies. The remainder of the property was transferred to Miami-Dade County.
The former Homestead AFB is listed on the National Priorities List.
In addition to the requirements presented in this PWS, this scope includes the following:
· The Contractor shall investigate and remove/dispose of the Oil Water Separator (OWS) discovered at OU-28 in accordance with Chapter 62-780 of the Florida Administrative Code and/or other applicable regulations. The Contractor shall prepare a Remedial Action Completion for OWS at OU-28.
· The Contractor shall prepare and submit Quarterly Progress Reports for all sites, in accordance with Section XII of Federal Facility Agreement between United States Environmental Protection Agency – Region IV, State of Florida, and the United States Department of the Air Force for Homestead AFB, Homestead, FL.
· The Contactor shall prepare and submit an annual Site Management Plan for all sites, in accordance with Section XXIII of the Federal Facility Agreement between United States Environmental Protection Agency – Region IV, State of Florida, and the United States Department of the Air Force for Homestead AFB, Homestead, FL.
Contractors are not responsible for the following:

2.6.1 Meeting/Teleconference Support
· The Contractor shall attend and participate in the Base Cleanup Team (BCT) Meeting for Former Homestead AFB. The Homestead BCT is typically held at Homestead Air Reserve Base, FL, on a semi-annual basis.
· The Contractor participate in Teleconferences with the United States Air Force (USAF) representatives to discuss the progress toward accomplishing project objectives. Currently, teleconferences are held on a monthly basis.
2.6.2 Public Meetings and Hearings
· No base-specific requirements in addition to those in the PWS.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· No base-specific requirements in addition to those in the PWS.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· The Contractor shall conduct LUC/IC monitoring for sites identified in Attachment 1 and prepare a report. Currently, LUC/IC monitoring is held on an annual basis.
6.15 Five-Year Reviews
· The Contractor shall prepare a Five-Year Review Report for sites identified in Attachment 1. The next Five-Year Review Report is due September 2021.
