1.1 Scope
The Former Myrtle Beach Air Force Base (MBAFB), an inactive U.S. Air Force base that officially closed on March 31, 1993, is located in northeastern South Carolina, approximately 85 miles north of Charleston and 70 miles south of Wilmington, North Carolina. The Base occupied an area of approximately 3,900 acres in Horry County, within the city limits of Myrtle Beach. Land ownership was transferred from the Air Force to city, county, and civilian use. Communities in the vicinity of the Former MBAFB include Myrtle Beach, Socastee, Surfside Beach, and North Myrtle Beach. The airfield portion of the Base has been converted for use as the Myrtle Beach International Airport. The former MBAFB is not listed on the National Priorities List (NPL).
In addition to the requirements presented in this PWS, this scope includes the following:
· There are a number of ancillary sites (i.e. OW008 [SWMU 36], OW009 & OW010 [SWMU 41], SWMU 53, SWMU 54, SWMU 55, SWMU 56, TU009 [SWMU 174], SS041 [SWMU 31], SD042 [SWMU 32], and SWMU 254) within the footprint of primary sites to which contamination is attributed (i.e. SD019 [SWMU 40]). Although there are no activities planned at the ancillary sites, completion of remedial activities and submittal/approval of the RCRA Completion Report for the primary site will result in closure of these sites.
· Comprehensive annual inspection and inventory of existing wells including an annual well inventory/maintenance report (including PFAS investigation wells).
· Payment of City of Myrtle Beach Business License Tax.
· Emerging contaminant 1,4 Dioxane at FT011 Fire Training Area (FT-11) (SWMU 11).
Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted in Attachment 1.
· Project activities beyond LUC/IC monitoring are not required at ST002 (SWMU 83) because annual groundwater sampling is performed by the MBPC.

2.6.1 Meeting/Teleconference Support
· The Contractor shall participated in BCT teleconferences that are held to update the technical team and regulators on site status and coordinate document review efforts. Currently, BCT teleconferences are held quarterly.
· The Contractor shall participated in face-to-face BCT meetings to allow for on-site status updates to the technical team and regulators, and to review past field efforts and present future efforts for consideration by the team. Currently, face-to-face BCT meetings are held semi-annually.
2.6.2 Public Meetings and Hearings
· No base-specific requirements in addition to those in the PWS.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· State groundwater withdrawal permit.
· Local coordination for discharge to the POTW.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· GIS and map plotting support necessary to accomplish ad hoc real estate transactions including removal/application of environmental restrictions on applicable parcels/deeds. This includes all items included in the environmental baseline survey (EBS) and associated updates and management and development of restricted areas using GIS. This will involve managing existing LUC/IC data as well as further definition as the LUC/IC management is expanded. The contractor shall supply necessary maps as required.
6.14 Land Use Controls (LUC)
· The Contractor shall prepare and update the Annual Land Use Control Checklists and Attachment to the Administrative Order on Consent.
· The Contractor shall coordinate LUC scheduled inspections with SCDHEC, approximately one month in advance.
6.15 Five-Year Reviews
· Five-Year Reviews are not required at Myrtle Beach AFB. Corrective Measure Progress Reporting serves the purpose of evaluating the effectiveness and protectiveness of the site remedies.
