About this file

This is a Request for Information (RFI) issued by the United States Air Force's Air Force Tactical Exploitation of National Capabilities (AF TENCAP) program, conducted through the Air Force Lifecycle Management Center (AFLCMC) Sensors Division, for market research purposes regarding procurement of C-130/L-382 aircraft systems.

The Government seeks to identify vendors who have designed, developed, and delivered high-bandwidth Beyond-Line-of-Sight (BLOS) 45cm Ku/Ka-Band Satellite Communication (SATCOM) systems and associated GPS Hatch assemblies compatible with C-130/L-382 aircraft variants. Required systems must have pre-existing Department of War certified airworthiness or be currently in the certification process and support operational missions across multiple aircraft variants. The solution must be installed via Roll-on/Roll-off (Ro/Ro) hatch replacement capability, be network agnostic without commercial SATCOM modems, and compatible only with software-defined radios for modem functions, specifically the x410 modem. The Government seeks vendors with existing TRL 9 prototypes ready for small quantity production delivery within one year. Responses are limited to 20 pages or less, excluding cover page, and must address company information (name, address, point of contact, CAGE code, website, revenue, employees), NAICS codes, domestic or foreign ownership status, prime versus subcontractor interest, small business utilization plans, current work in this area, and compliance with RFO 52.219-14 limitations on subcontracting. Proprietary data must be clearly marked. All prospective contractors must be registered in the System for Award Management (SAM) database. Responses are due electronically to Mr. Jordan Poling, DAF Contracting Officer (jordan.poling@us.af.mil, 385-635-3800) no later than 4:00 PM EST on August 21, 2026. Questions must be submitted by 4:00 PM EST on August 18, 2026. The Government will not award a contract based on this RFI and no funds have been authorized for this effort.

UNITED STATES AIR FORCE

AIR FORCE TACTICAL EXPLOITATION OF NATIONAL

CAPABILITIES (AF TENCAP)

1. NOTICE

REQUEST FOR INFORMATION:

PROCUREMENT OF C-130/L-382 NON-PERMANENT ROLL-ON/ROLL-OFF

BEYOND LINE-OF-SIGHT (BLOS) DUAL-BAND SATCOM & GPS HATCH SYSTEMS

This Request for Information (RFI) is issued for informational purposes and market research only. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. This request neither constitutes a solicitation for proposals nor the authority to enter negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this RFI.

2. BACKGROUND AND SCOPE

AF TENCAP, through the Air Force Lifecycle Management Center (AFLCMC) Sensors Division (AFLCMC/WIN), is conducting market research to identify vendors who have designed, developed, and delivered a high-bandwidth Beyond-Line-of-Sight (BLOS) 45cm Ku/Ka-Band Satellite Communication (SATCOM) system and associated GPS Hatch assemblies. These SATCOM systems and GPS hatches need to have pre-existing Department of War (DoW) certified airworthiness, or currently in the process of certification, and support operational missions across C-130 / L-382 aircraft variants. The systems must be installed via a Roll-on/Roll-off (Ro/Ro) hatch replacement capability to maintain fleet operational readiness and prevent aircraft down-time. The solution should be network agnostic, not to include any commercial SATCOM modems, and only be compatible with software defined radios for modem functions such as digitization. Specifically, the system will need to be compatible with the x410 modem. The system will provide network connectivity for a C-130 variant for future DAF Battle Network integration and communications with various mission partners. Air Force TENCAP is seeking vendors who have recently delivered existing TRL 9 prototypes, ready for small quantity production units to be delivered within the next year.

3. INSTRUCTIONS TO POTENTIAL RESPONDENTS
