STATEMENT OF WORK
Torpedo Mounted Dispenser Shock Mount Assemblies Modification
PR#1300881812
1.0 BACKGROUND
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 8554 is tasked by the Naval Sea Systems Command (NAVSEA) (PMS404) to modify the Torpedo Mounted Dispenser (TMD) Shock Mount Assembly (SMA) as part of the Torpedo Mk 48 program.
The Torpedo Division of the Naval Undersea Warfare Center, Newport, Code 8554 has designed a new TMD Shock Mount Bumper (SMB). This SMB mates with the TMD, which is under purview of Code 8554. The face of the TMD SMA must be modified to incorporate twelve 1/4 x 20UNC-2B holes in its front face in accordance with NAVSEA drawing number 7052960 Rev B.
2.0 SCOPE
The contractor shall provide all necessary materials and services to receive, modify and ship TMD shock mount assemblies as noted in the Section 4.0 of this Statement of Work
(SOW).
3.0 APPLICABLE DOCUMENTS
The contractor shall perform the tasking required in Section 4.0 in accordance with the below Applicable Document.
3.1 NAVSEA Drawing 7052960 Rev B
4.0 TECHNICAL REQUIREMENTS
In accordance with the Applicable Documents in Section 3.0 and using Government Furnished Material (GFM), contractor shall modify the TMD SMAs as follows:
4.1. Drill and tap twelve (12) ¼-20UNC-2B holes into the front face of five (5) TMD SMD in accordance with Applicable Document 3.1.
4.1.1 Caution is required to avoid any damage to the underlying rubber material during machining operations. All machining chips, debris and cutting oils must be removed from each hole post machining.
4.2 Provide the five (5) modified SMAs for first article testing. First Article Tests
(FATs) and inspections of modified TMD SMAs shall be performed at the contractor’s facility by the contractor and witnessed by a NUWCDIVNPT representative. The contractor shall provide two (2) weeks advanced notification of first article testing. The contractor shall verify that the modifications made to the SMAs are in accordance with dimensional requirements of Applicable Document 3.1. Testing consists of a visual inspection and fitment test using Government provided hardware (GFM). All inspections shall meet the acceptance criteria specified in section 5.0.
4.3 Upon government acceptance of the five (5) first article items, the contractor shall drill and tap twelve (12) ¼-20UNC-2B holes into the front face of the remaining seven hundred and sixty nine (769) each TMD SMA in accordance with Applicable Document 3.1 and this SOW.
4.4 Testing and inspections shall be conducted on ten (10) samples selected at random from the seven hundred and sixty nine (769) modified SMAs by a NUWCDIVNPT representative.
4.5 Production lot testing of modified TMD shock mount assemblies shall be performed at the contractor’s facility by the contractor and witnessed by a NUWCDIVNPT representative. The contractor shall provide two (2) weeks advanced notification of first article testing. The contractor shall verify that the modifications made to the SMAs are in accordance with dimensional requirements of Applicable Document 3.1. Testing consists of a visual inspection and fitment test using Government provided hardware (GFM) and all inspections shall meet the acceptance criteria specified in section 5.
4.6 Upon government acceptance of the ten (10) samples, the total quantity of seven hundred and sixty four (764) modified SMAs shall be shipped Free On Board (FOB) destination. This shall be done using best commercial practices.
5.0 ACCEPTANCE CRITERIA
5.1 The FAT Samples and the Production samples shall be subjected to the following inspections.
5.1.2 A visual inspection comparing the product to Applicable Document 3.1 requirements; specifically looking for: damage to the rubber material below the metal plate at each hole and presence of chips, debris, or cutting oils.
5.1.3 There should be minimal invasion of the rubber below the thickness of the metal plate.
5.1.4 The presence of all metal machining chips, debris, cutting oils should be removed from each hole following machining operations.
5.1.5 A fitment of five (5) sets of mating hardware (SMB, P/N 7052961, Fastener Shock Mount Bumper P/N 7054228 and flat washers, P/N NAS620C416L) to each of the five (5) samples. All hardware shall fit with ease, no binding or forcing. Ensure all shock mount bumper fastener threads are coated with anti-seize compound. If necessary, re-use the hardware to accommodate additional sampling.
5.2 The five sets of mating hardware supplied as Government Furnished Property
(GFP) (SMB, P/N 7052961; Socket Head Cap Screws, P/N NAS1352C4-10 and Flat Washers, P/N NAS620C416L) shall be returned to the following address:

6.0 Exception From Information and Communication Technology Accessibility Requirements
The Government has determined that this procurement is an exception to the Information and Communication Technology (ICT) Accessibility Standards (36 C.F.R. § 1194.3 -
Chapter 2 E202 General Exceptions of Section 50 Refresh). Notwithstanding that an exception exists, the Contractor may furnish items or services provided under this contract that comply with the ICT Accessibility Standards (36 C.F.R. § 1194- Chapters/WCAG to Section
508 Refresh).
