The LSJ states that the new Order will be awarded non-competitively to DigiFlight, Incorporated, an existing Federal Supply Schedule contractor, as a logical follow-on to an original Order. The services encompass technical knowledge of rotary wing aircraft operation, maintenance, and sustainment; as well as, knowledge of Security Assistance, program analysis, and requirements management. The estimated dollar value is . The justification cites the need for continuity of services and DigiFlight's expertise in supporting the FMS case and programs. The work is critical and cannot be realistically recompeted in the necessary timeframe. The original Express BPA contract was competitively awarded to Sigmatech, Inc. in 2005 and 2011, with the current order awarded in 2018 to DigiFlight.

Multiple Award Schedules
1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI), Rock Island Arsenal, Rock Island, IL 61299-8000.
2. Description of Action: The Office of Program Management Saudi Arabia National Guard (OPM SANG) Aviation requests approval to award a Firm-Fixed Price Order, non-competitively, to DigiFlight, Incorporated (referred to as DigiFlight), 8825 Stanford Boulevard Suite 100, Columbia, MD 21045-4756, Commercial and Government Entity (CAGE) Code: 1S6C9, Federal Supply Schedule (FSS) GS-00F-195GA. The anticipated award date for the new Order will be , with a period ending on The funding available for this continued effort will be Foreign Military Sales (FMS) monies. The FMS case for this action is (FMS Case SI-B- WYE, Line 002). An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services: This Order will provide programmatic and logistics support services to the Aviation program for OPM-SANG. This requirement is to meet contractual obligations for the procurement, delivery, and sustainment of OPM- SANG systems entered via Security Assistance/FMS process between the USG and Saudi Arabia. Support service encompasses technical knowledge of rotary wing aircraft operation, maintenance, rotary wing weapons systems, and support/sustainment; as well as, knowledge of Security Assistance, support/sustainment of a weapon system, program analysis, and requirements management. OPM-SANG estimates a dollar value of , based on the Independent Government Estimate.
4. Authority Cited:
FAR 8.405-6(a)(1)(i)(C). In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures.
5. Reason for Authority Cited: This justification supports the cited authority as the new contract is a logical follow-on to an existing FSS order, which was placed following the applicable FSS ordering procedures. Aviation and Missile Command (AMCOM) plans to recompete this Express BPA Order in the , with an award date in early . Should Digiflight not win the award, OPM-SANG will lose these critical capabilities and the valued employee that the FMS customer relies upon and respects. This Order, currently funded under an AMCOM contract ending in , is vital as Digiflight has the required personnel with the necessary working knowledge of Security Assistance/Security Cooperation rules, regulations, processes, and procedures associated with FMS. The employee from Digiflight brings a wealth of technical and historical knowledge to the program, providing direct support and training to MNG and OPM-SANG on sustainment, modernization, upgrades, requisitioning, and repair and return.
The Digiflight employee has developed respected relationships with MNG Aviation and OPM-SANG Aviation personnel, which would take any new personnel extensive, long-term training to achieve. This level of support is critical for Program Management Reviews, Action Item support, and maintaining continuity in operations.
If the Limited Sources Justification (LSJ) is not approved, OPM-SANG
6. Market Research: In accordance with FAR 10.002, market research was conducted by the future Contracting Officer Representative (COR). The Market Research revealed that a re-compete of this effort in the necessary timeframe was not realistic or feasible. Both program experience and personal knowledge were used to determine that no other source can mobilize in time to meet the requirement within the needed timeframe.
7. Actions to Increase Competition: The proposed action will establish a new Order with Digiflight to provide continued programmatic support to OPM-SANG. In the interest

of economy and efficiency, it would neither be cost-effective nor realistic to expect another contractor to assume this role in the short timeframe available before the start of the new AMCOM Contract. Currently, there are no efforts to obtain competition for this Order due to the unique qualifications and immediate availability required for the position. Bringing in a new contractor would necessitate hiring prior Army Aviators, which could take years to train in various critical areas, including:
Foreign Military Sales (FMS) Processes: Expertise in managing and executing FMS cases and contracts.
Depot Support and Commercial Repair: Knowledge of maintenance, repair, and overhaul processes.
Parts Procurement: Proficiency in both commercial and supply system procurement.
Training Foreign Partners: Skills in rotary wing operations and training methodologies.
Requirements Management and FMS Funding: Ability to manage and allocate FMS funding effectively.
Freight Forwarding: Understanding of logistics and transportation for military equipment.
Weapons Systems and Aircraft Avionics: Technical knowledge of weapons systems, aircraft avionics, and C5ISR.
Obsolescence Management: Skills in managing parts and systems obsolescence.
Conducting Program Reviews: Experience in facilitating and contributing to program management reviews.
The extensive training required for these areas would significantly Therefore, continuing with Digiflight, which already has the necessary expertise and has established effective working relationships, ensures the seamless continuation of essential services without interruption. By maintaining continuity with Digiflight, we can prevent disruptions in service and ensure that program objectives are met efficiently and effectively. This approach supports the government’s interest in economy and efficiency, as Digiflight’s personnel are already fully integrated and operationally effective within the current framework.
