SPECIFICATIONS

1. Genetec Access Control Expansion

1.1. Project Intent

1.1.1. Thornapple Kellogg Schools has an extensive access control system that is primarily run on S2 access control hardware. We are looking to rip-and-replace our existing S2 access control system with a fully functional Genetec access control system to improve our physical security posture by combining our access control systems with our security camera system, reducing administrative overhead with role based access control, upgrading our secured vestibules, and adding access control portals.

1.2. Centralize Door Control Hardware

1.2.1. The intent of this project is to centralize as much as possible all of our access control hardware into one location in each building. Currently our S2 hardware is spread throughout each building creating complications with locations and access hardware when problems occur. Additionally, wiring for doors, lockdown indicators, etc. goes to various locations in each building and our documentation on the wiring is suboptimal. For that reason, a major part of this project is rewiring all of our access control hardware to the centralized locations and removing all of the old wiring where possible.

2. Genetec Software and Access Control Requirements

2.1. Genetec Server and Licensing

2.1.1. TK has an existing Genetec Server that currently hosts all of our security cameras and some existing Genetec Access Control. The awarded bidder will use our existing Genetec instance to integrate all new access control portals and hardware.

2.1.2. TK will work with the awarded bidder to expand the existing Genetec server as needed.

2.2. Door and security camera integration

2.2.1. TK currently has 158 cameras in our existing Genetec system.

2.2.2. The awarded bidder will work with TK to set up triggers, alerts, and indicators on camera views so that when a door is unlocked via badge swipe, a marker is placed on the camera indicating that an unlock event occurred and shows the badge identification and picture of the card that was used to unlock the door.

2.3. Genetec Security Desk Maps and Access Control Doors

2.3.1. The awarded bidder will work with TK to set up maps in Genetec Security Desk that allow for easy viewing and alerting for access control doors.

2.4. Cardholder and Credential Information

2.4.1. The awarded bidder will work with TK to expand the already existing Active Directory integration to provide roles based access control for each area and specified doors.

3. Door and System Hardware Specifications

3.1. General Door and System Hardware Specifications

3.1.1. The bidder will provide a coherent and functional design regarding hardware and licensing for each building with the specifications below.

3.1.2. Refer to the maps in Appendix A and the tables below for each building for specific counts regarding hardware

3.2. Card Reader Specifications

3.2.1. The bidder will specify HID Signo 20 readers for all new readers.

3.2.2. See maps and tables below for specific counts regarding new readers. Every existing and new door should be specified with a new reader.

Page 5 of 17 District Wide Access Control Upgrade

3.2.3. Where appropriate, the awarded bidder will provide the necessary plates to cover any exposed electrical boxes where the card reader does not cover the exposed electrical box.

3.3. Door Strike Specifications

3.3.1. All new external and internal doors must be specified with door strikes that are installed in mullions or door frames.

3.4. Door Retractable Latch Specifications

3.4.1. As indicated on the map in Appendix A, doors with existing latch retractors will be integrated into the new system and powered centrally as specified in section

3.6 below.

3.5. Door Contact Closure Hardware

3.5.1. Every external and internal door that has access control must also include door contact closure hardware that allows for alerting when doors are propped open for a specified period of time.

3.5.2. As indicated on the maps in Appendix A, the bidder will install door contact closures on all external doors that do not have access control that allows alerting when doors are propped open for a specified period of time.

3.6. Door Power Supplies

3.6.1. All door hardware will be powered by LifeSafety Power Supplies that are located in Genetec Enclosures in the specified centralized locations in each building.

3.6.2. All LifeSafety Power Supplies must be capable of powering all door strikes, latch retractors, lockdown indicators, and other necessary hardware required for access control.

3.6.3. The awarded bidder will remove existing and therefore abandoned wiring to door strikes and crash bars from existing power supplies. The existing power supplies hardware can be left in place.

3.7. Handicap button integration

3.7.1. The following doors are integrated with handicap buttons and must be set up so that when the door is locked by Genetec, the handicap button is disabled. When the door is unlocked either via schedule or card swipe, the handicap button is enabled and functions correctly.

3.7.2. Please see the map in Appendix A. The list of handicap doors includes:

3.7.2.1. High School: HS-C8-Ext, HS-I5-Int, HS-A4-Ext, HS-B9-Ext

Additionally, the secretary must allow entry from the office into the building proper.

3.9.2. Video Doorbell Hardware

3.9.2.1. Bidders must specify 2N Video Doorbells for the Middle School, Page

Elementary, Lee Elementary, and McFall Elementary. Bidders must specify 1 x 2N IP Solo with Camera for each building’s secured entry.

Bidders must also specify any additional hardware required to integrate the 2N Video Doorbells into the Genetec system.

Page 6 of 17 District Wide Access Control Upgrade

3.9.2.2. The High School has two existing 2N IP Solo as specified on the maps in Appendix A. These need to be integrated into the new Genetec instance.

3.9.2.3. Bidders must include all additional hardware, Cat6 cabling, and licensing for all 2N Video Doorbells. This includes a camera recording license so the 2N Video Doorbells can act as full-time security cameras.

3.9.3. Call Station Hardware

3.9.3.1. The intent of a call station is to provide TK office employees with hardware/software that allows them 2-way communication with the 2N video doorbell and to allow entrance into the office or into the building with a push of the button (regardless of whether or not a call was initiated with the 2N video doorbell).

3.9.3.2. In addition to the office central station outlined below, the awarded bidder will work with TK employees to setup “unlock stations” for office staff that allows for alerting from the 2N video doorbells, two-way communication with the 2N video doorbells, and unlocking of both the vestibule to office and office to building portals.

3.9.3.3. TK will provide tablets or Windows devices for office employee call stations. The bidder must provide the programming and setup within Genetec to allow for easy communication and door momentary unlocking.

3.11. Building Lockdown

3.11.1. General information

3.11.1.1. Each building has numerous lockdown buttons that lockdown the entire building and notify via email a set of individuals.

3.11.1.2. The lockdown is maintained until the button is physically depressed.

3.11.1.3. When a building is in lockdown, all unlock buttons, video doorbells, and badges are disabled except badges in the “administrators” group.

3.11.2. Lockdown buttons

3.11.2.1. All existing lockdown buttons will remain operational in accordance with

3.11.1.1 above.

3.11.2.2. New lockdown buttons -- as indicated on the maps in Appendix A --should be tied directly to the genetec hardware and the cabling should be hidden from plain site (so that one cannot simply cut the cable).

6. New Cabling Specifications

6.1. The intent of this project is to re-wire all of our Access Control hardware and centralize all of the wiring to one location in each building (the High School has three locations due to its size). This includes, but is not limited to, door readers, door strikes/retractors, lockdown indicators, and lockdown buttons.

6.2. Due to network cable limitations, any network equipment, such as the 2N Video Doorbells and Central Stations, will have Cat6 cabling that runs to the nearest IDF.
