Title VI FHWA Assurance Package Summary

This document is a Title VI FHWA Assurance package prepared by the State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, in collaboration with the Department of Transportation. The package establishes federal compliance requirements for a Master Agreement contract to supply Intelligent Transportation Systems (ITS) Equipment on an as-needed basis to all State agencies. The RFQ (17A 260331-0249) encompasses a comprehensive catalog of traffic management hardware including PTZ and fixed cameras from manufacturers such as Axis, digital I/O triggers, power supplies, mounting hardware, vehicle preemption units (VPU), roadside units (RSU), gate openers, smart lock systems from providers including AI and Assa Abloy, cellular and wireless routing modems from Sierra Wireless and Digi, solar charging systems, and traffic counting systems from Leetron Vision. The procurement also includes connectivity and support plan options ranging from basic school beacon support to comprehensive real-time traffic information services with video capabilities, along with training materials and software licensing options. Electronic quotations must be submitted through the State of Maine's AdvantageME Vendor Self Service system by 4:00 p.m. EST on April 23, 2026. The anticipated contract term begins May 1, 2026, and extends through April 30, 2027, with two optional renewal periods available (May 1, 2027 to April 30, 2028, and May 1, 2028 to April 30, 2029).

The federal compliance requirements outlined in this Title VI FHWA Assurance package mandate that all bidders comply with non-discrimination policies under Title VI of the Civil Rights Act of 1964, equal employment opportunity requirements with employment goals of 6.9 percent for women and 0.5 to 0.8 percent for minorities depending on geographic location, and Buy America provisions requiring that steel, iron, and coated products exceeding $2,500 or 0.1 percent of the contract amount be manufactured in the United States. Contractors must also comply with restrictions on kickbacks, non-collusion certifications, debarment status verification, and limitations on using contract funds for lobbying activities. All bid prices must be quoted with Free on Board (FOB) Destination shipping terms, with vendors responsible for all shipping charges to State facilities. Quoted prices must remain firm for a minimum of one year from the initial contract period, with any price adjustments requiring sixty days' advance notice, manufacturer documentation, and formal contract amendment approval. The State will evaluate submissions on a best value basis, awarding the contract to the lowest-priced qualified bidder meeting all specifications and requirements, and reserves the right to negotiate the purchase of additional units at the bid price for six months following official award notification.
