IEP 1.5 DRAFT SOLICITATION

INSTRUCTIONS FOR THE DRAFT SOLICITATION

1. Introduction The Internal Revenue Service (IRS) anticipates awarding an Information Technology managed services contract for its Integrated Enterprise Portal (IEP) contract by the end of calendar year 2016. The IEP provides the primary digital gateway and platform connecting taxpayers, third parties, tax practitioners, and employees to the IRS.

The NAICS code for these services is 541512 Computer Systems Design Services.

In accordance with FAR sub sections; 5.205(c) Special Situations, and 15.201 Exchanges with industry before receipt of proposals. The government is enclosing a draft solicitation for the purpose of seeking industry feedback so that the government can make any necessary improvements to the requirement, while allowing potential offerors the ability to make informed decisions about whether to participate in any resultant acquisition. This is a draft, and there are “To Be Determined” (TBD) notes for sections still under construction.

Should you have any general questions pertaining to these instructions, or the draft solicitation please submit them in writing to tara.scott@irs.gov by June 10, 2016 (3:00pm EST) so that the government can post the responses via an amendment to the draft solicitation on FedBizOpps.

2. One-on-one meetings

The IRS may opt to host meetings with industry in response to this draft solicitation between June 27-29, 2016 at the New Carrollton Federal Building (NCFB) located at 5000 Ellin Road, Lanham, MD 20706. The government reserves the right to conduct meetings with any vendors to clarify responses to this draft solicitation, and as time allows for meetings by the dates specified in this notice. To request a meeting, all vendors must send an email with their preference of date to Tara Scott at tara.scott@irs.gov by June 23, 2016 (12:00pm EST). A confirmation email will be sent by June 24, 2016 to respondents at the government’s discretion.

The email request for your one-on-one meeting shall contain the following information:

All responses to the draft solicitation shall be noted using the attached “Response Sheet”, as well as your answers to the government’s question, which must be received by the closing date of June 20, 2016 (5:00pm EST). Any responses received after this date will not be reviewed.

Responses to the draft RFP questions will be private and may be discussed during One-on-One Meetings. Format for responses shall be in Times New Roman, 12-point font with 1 inch margins.

DRAFT RFP Questions:

1. Does the instruction to Offerors provide sufficient information to submit a proposal within the constraints?

2. Are cost/price requirements clear and would they allow you to create a competitive proposal? Do you have recommendations for changes to the pricing cost model allowing for additional flexibility or transparency?

3. Do constraints in section C.2 inhibit technologies or approaches you propose? If so how would you suggest modifying & why?

4. Between Section C.3.2 and section J is there sufficient information to propose capacity/cost estimates? What additional type of information would you like to see?

5. Between section c.3.3 and section J is there sufficient information to propose application re-hosting estimates/costs? What additional type of information do you want to see?

6. Do you have experience working with Cyber Security organizations in developing and gaining approval of Security Control Assessments (SCA) and approaches with inputs from multiple accreditation sources? Can the notional procurement timeline allow your organization to create a draft SCA Plan for a formal response to the final RFP?

7. Is there sufficient detail to propose services for applications in section C.3.5?

8. In section 3.7.1 the transitional timeline is 9 months. Activities include but are not limited to: personnel clearances; infrastructure implementation; security accreditation;

application re-hosting; all required testing. Is this timeline achievable? If not please provide rational and amount of time needed?

9. What additional documentation/information for support would you require from the current Contractor for facilitating transition?

10. Regarding Section L and M-Instructions to the Offerors;

a. Do you have recommendations or comments regarding the evaluation criteria and the potential use of sub-factors such as Transition Plan (under Technical Approach) and Key Personnel (under Management Approach)?

b. Are there requirements in this Draft Solicitation that you would consider redundant or unnecessary for your proposal? Do you have recommendations to facilitate the evaluation process for this managed services contract? Where possible please provide specific RFP sections/titles and paragraph for your references.

c. Would you recommend adding sample tasks to this evaluation to better differentiate your approach and the cost proposals?

11. What additional information or documentation would you need in order to submit a proposal to this requirement?
