SOLICITATION NUMBER: TIRNO-09-R-00013
AMENDMENT NUMBER: 0004
The following changes to TIRNO-09-R-00013 are hereby incorporated via Amendment 0004:
1.
B.1 General Section B.1 (a) is hereby deleted and replaced by the following:
(a) Multiple awards will be considered for a full range of information processing support services for the IRS, Department of the Treasury and its Bureaus.

Section C.2 Contract Objective
The second paragraph under Section C.2 is hereby deleted and replaced by the following:
The TIPSS-4 SB contracts will provide a wide spectrum of IT related services for the IRS, Department of the Treasury and its Bureaus. The continuing emergence and rapid adoption of new technologies by the Government means that the contracting acquisition process may change and adapt as well.

Section C.3 Scope of Contract The first paragraph under Section C.3 is hereby deleted and replaced by the following:
The TIPSS-4 SB contract is a multiple award contract. It provides sources of information processing support services for the IRS, Department of the Treasury and its Bureaus. The IRS will be the primary user of the contracts to provide the full range of information processing support services for project and program level support.
4.
Section C.6 Principal Task Areas The first paragraph under Section C.6 is hereby deleted and replaced by the following:
The nature of the work in the two principal task areas is to provide contract support services for the IRS, Department of the Treasury, and its Bureaus. Information Technology (IT) needs. Public and Congressional interest in the use of automation has grown as the information processed has increased in personal content and sensitivity. The Government has a commitment to the preservation of confidentiality and the maintenance of a high-level of security for all systems and communications, whether automated or manual.
5.
Section F.6 Submission of Corporate Reports
Section F.6 (d) is hereby deleted and replaced by the following:
(d) Contracting Officers of the Department of the Treasury and its Bureaus shall have the authority to request the standard reports or different reports and program reviews for their specific task orders. Such special terms and conditions will be included in the individual Task Order Request for Technical & Cost Proposal (RTCP) according to their standards. The required reports are more fully described in the subparagraphs below.

Section F.10
Section F.10 is hereby deleted and replaced by the following:
F.10 TIPSS-4 QUARTERLY AGENCY/BUREAU TASK ORDER REPORT
On a quarterly basis, the contractor shall provide the information as described at Section J.8 to the CO and the COTR. The report will allow the IRS to collect a limited amount of data required for the Department of the Treasury, and other Government oversight reports. This data is also required for all tasks not managed by the IRS.
