About this file
This document is a Quick Reference Guide for the State of Wisconsin's participation in a NASPO ValuePoint cooperative purchasing contract for tires, tubes, and related services (Contract 505ENT-M25-TIRES&TUBES-00). The contract represents Wisconsin's participation in a multi-state cooperative agreement led by Iowa, with the contract being mandatory for state agencies and available to Wisconsin municipalities, Native American tribes, and school districts. Four major tire manufacturers are involved: Bridgestone/Firestone, Continental, Goodyear, and Michelin, though only Bridgestone/Firestone and Michelin have finalized their participation addendums with Wisconsin at the time of this document.
The contract covers new tires, tubes, and related services with a term from July 1, 2024, through June 30, 2027. Agencies must compare pricing across all participating manufacturers to ensure lowest cost procurement and select dealers based on proximity and accessibility considerations. Payment terms are Net 30 days from monthly statement date, with invoicing handled either by the manufacturers directly or through Automotive Resources International (ARI). The contract allows for emergency purchases and provides procedures for situations where specified tires are unavailable or inaccessible. State purchasing cards cannot be used under this contract, and agencies must issue blanket purchase orders to manufacturers or ARI to cover tire purchases and services.

Use the following steps to ensure the lowest cost for the required tires:
1. Determine the specific type and size tire that is required for the vehicle. Compare pricing from all three tire manufacturers listed on Vendor Net; select the tire manufacturer with the lowest cost.
2. Look on the dealer list for the specific tire and choose the dealer that is in the closest proximity.
3. The dealer should bill Automotive Resources International (ARI) directly, if this is not possible it is the responsibility of the Agency to issue a Purchase Order to the manufacturer; the manufacturer will then reimburse the dealer.
Unavailability If the tire is not available submit written documentation to the Contract Manager for approval to purchase tires from an alternate manufacturer.
Inefficiency If the lowest price tire is at a dealer who is inaccessible to the State Agency, the Agency may buy from the next dealer on the list. Inaccessibility is based on staff time and travel costs to reach the dealer, which offset the low bid savings, making the procurement more costly than buying from a more accessible dealer. It is up to the Agency to determine the best need and value.
Emergencies In an emergency, Agencies may purchase tires as required to keep the vehicles operating.
Terms All tires and tire services will be invoiced from the manufacturer and or ARI. Individual invoices may be sent randomly or with a monthly statement. However, the State agencies will only pay from the statement on a monthly basis within 30 days of the statement date. The statement date may be chosen by the manufacturer. The statement will include all service invoices for the related tire purchases and will include invoices for other tire service performed such as balancing, valve replacement, flat repair, etc.
Terms: Net 30 days from monthly statement date Purchase Order: A blanket purchase order is to be placed with manufacturer or ARI to cover all of an agency/university purchase of tires and service.
| Invoicing: | Invoicing will be Bridgestone Americas Tire Operations, LLC; Goodyear Tire & Rubber Co.; Continental Tire the Americas, LLC; & Michelin North America, Inc. | |
| Remittance: | Made to "Remit to Address" indicated on the statement within 30 days of monthly statement date. | |
| Contact: | See above Vendor Contact Information. |
