About this file

This is a bid solicitation document from the State of Maine Division of Purchases for the procurement of a 175 horsepower Mercury outboard motor. The solicitation requests bids for a V-6 motor with 2,507 cubic centimeters displacement, 5,250-5,750 maximum operating RPM, water cooling, electric starting, power trim and tilt, remote steering, and SmartCraft technology integration. The motor specifications include a 1.87:1 gear ratio with forward, neutral, and reverse capability, electronic multipoint oil injection, two-stage direct fuel injection, a dry weight of 431 pounds, and a 25-inch shaft length. The motor features overheat and low oil level warning systems, a two-year manufacturer warranty, a CARB 2-star emissions rating, and a 60-amp alternator providing 756 watts, with optional counter-rotation capability available. Bids were due March 10, 2008, and bidders were required to submit separate unit prices through the state's secure electronic system.

Award of the contract will be based on best value, considering quality, conformity with specifications, delivery date, and ultimate cost to the state. In cases of tie bids with equivalent price, quality, availability, and other factors, preference will be given to in-state bidders or those with products manufactured in Maine. Bidders must exclude Federal and Maine State Sales and Use taxes from their quotes and prepay all transportation charges unless otherwise specified. Cash discounts for payments within 20 days or more will be considered, though prompt payment discounts under 20 days will not. The state reserves the right to reject any or all bids and award on an item-by-item or group basis as in its best interest. The Division may increase or decrease ordered quantities by up to 10 percent, and assignment, subletting, or transfer of contracts is prohibited without written Director consent. The motor requires Mercury OptiMax/DFI Engine Oil for operation.
