About this file

The document is a Request for Proposals (RFP) issued by the Caddo Parish Sheriff's Office in Shreveport, Louisiana, seeking an electronic timekeeping system for approximately 700 employees. The RFP calls for a comprehensive solution that includes software, implementation services, and physical timeclocks, with mandatory integration into the existing Tyler Technologies ERP Human Resources and Payroll system. Proposals are due by 2:30 p.m. on June 16, 2025, with a mandatory virtual Q&A session scheduled for May 23, 2025, at 2:30 PM. Vendors can submit proposals electronically via Bidnet Direct or through paper submissions to the Sheriff's Office, and the contract will be awarded on an "all-or-nothing" basis to a single vendor.

The timekeeping system must support multiple access points, including web-based applications, physical timeclocks with biometric identification, and mobile applications for iPhone and Android. Key required features include geolocation security, supervisor time approval, leave request management, employee scheduling, overtime tracking, and custom reporting capabilities. The system must maintain data on a CPSO-controlled server and allow employees to view their historical data. Pricing will be evaluated based on total compliance with specifications, price, vendor experience, and responsiveness. The RFP emphasizes preference for Louisiana-based products and includes provisions for potential Louisiana product preferences under state statute 38:2251.
