About this file
This is a technical specification document for tile and refractory work for the City of Tampa's McKay Bay Waste to Energy (WTE) Facility located in Tampa, Florida. The contract seeks a contractor to provide refractory installation and sandblasting services across eight scheduled maintenance outages per calendar year, involving work on four different boilers. Each outage is estimated to require twelve 12-hour shifts with twelve workers, totaling approximately 13,824 labor hours annually. The work includes refractory demolition, tile installation, plastic ram application, non-code anchor welding, and sandblasting of specific boiler areas. The contractor must have five years of experience in refractory installation and sandblasting for waste-to-energy facilities and be licensed to do business in Florida.
The bid is structured across five divisions: labor costs for scheduled outages, labor costs for emergency/unplanned work, tile/refractory materials, materials cost markup, and rental equipment. The material requirements are extensive, including various types of tiles, anchors, studs, mortar, welding rods, and specialized equipment. The total bid will encompass labor rates (straight time, overtime, and double time), mobilization/demobilization costs, personal protective equipment, per diem expenses, and equipment rental. Contractors are required to submit detailed pricing for each division, with a materials markup not to exceed 10%. The facility reserves the right to modify work scope dates and requires clear communication with maintenance planning staff at least one month prior to each scheduled outage.
