A mandatory site visit is scheduled for Thursday, October 22nd, 2026, from 10:30 AM to 12:00 PM. Vendor questions must be submitted through COMMBUYS by October 27th, 2026, at 5:00 PM EST, with responses posted by October 29th, 2026. The procurement is issued under the OSD Statewide Contract TRD02 covering asphalt paving, carpentry, excavation, masonry, and septic services, with this RFQ falling under Category 1 (Asphalt Paving Services). Bidders must submit a fixed-price, not-to-exceed quotation including an itemized bid, expected timeline for deliverables, and associated expenses through COMMBUYS only; no email, mail, or hand-delivery submissions will be accepted. The Small Business Purchasing Program (SBPP) award preference applies, meaning SBPP-registered Massachusetts businesses with a principal place of business in the Commonwealth, at least one year in operation, 50 or fewer full-time equivalent employees, and gross revenues of $15 million or less based on a three-year average will be prioritized if they meet best value criteria. Contractors must demonstrate experience performing gravel road construction, grading, compaction, and drainage improvements on conservation, parkland, municipal, or similar environmentally sensitive properties. III. Scope of Work
The Contractor shall furnish all labor, materials, equipment, supervision, transportation, and incidentals necessary to repair, reshape, regrade, surface, and compact approximately 1,520 linear feet of existing dirt road with an average travel width of 10 feet.
The objective of this work is to restore the roadway surface, improve drainage, eliminate potholes and surface irregularities, and provide a stable, all-weather gravel driving surface while minimizing disturbance to adjacent conservation land. The project does not require permitting as we are dealing with repairs to a pre-existing dirt road.
Work Requirements:
Roadway Preparation
• Inspect the roadway and identify potholes, washouts, rutting, soft spots, drainage deficiencies, and other surface defects.
• Scarify and loosen the existing roadway surface as necessary to achieve proper blending with new aggregate.
• Remove protruding rocks, unsuitable materials, and debris encountered within the roadway limits.
Regrading and Roadway Shaping
• Regrade the entire roadway surface to establish proper drainage and eliminate potholes, depressions, and rutting.
• Restore a crowned roadway section with a cross slope of approximately 4% to 6% (equivalent to approximately ½ inch to ¾ inch per foot measured from the roadway centerline to each edge), unless otherwise directed by the Project Manager.
• Areas experiencing over-the-bank drainage issues may be outsloped toward the designated drainage side where approved by the Project Manager.
• Ensure roadway edges tie smoothly into existing shoulders and adjacent grades.
Aggregate Surface Course
• Furnish and place new processed gravel meeting Massachusetts
Department of Transportation (MassDOT) gravel borrow or approved equivalent specifications.
• Add and compact approximately 2 to 3 inches of new aggregate surface material over the entire roadway length, with additional material placed as necessary to fill potholes, correct low areas, and restore proper roadway geometry.
• Total estimated surface treatment area is approximately 15,200 square feet.
• Aggregate shall be well graded from coarse to fine particles and suitable for roadway stabilization and compaction. Material shall be free of organic matter, roots, stumps, trash, and other deleterious substances.
Compaction
• Compact the full roadway width using a vibratory or static steel-wheel roller.
• Perform compaction until a dense, stable surface is achieved with no visible rutting, displacement, or loose aggregate.
• Moisture conditioning shall be performed as necessary to achieve proper compaction.
Drainage Improvements
• Maintain positive drainage along the roadway.
• Remove any gravel berms, vegetation berms, or sediment buildup that would impede runoff from leaving the road surface.
• Ensure roadway runoff is directed to stable vegetated areas and existing drainage features.
• Do not create concentrated discharges that may cause erosion or sedimentation.
Environmental Protection Requirements
• Contractor shall conduct all operations in a manner that protects adjacent wetlands, wildlife habitat, vegetation, and natural resources.
• Disturbance shall be limited to the existing roadway footprint unless otherwise authorized.
• No stockpiling, fueling, equipment maintenance, or material staging shall occur within wetlands, resource areas, or environmentally sensitive areas.
• Contractor shall immediately stabilize any disturbed areas outside the roadway limits.
• Erosion and sediment controls shall be installed and maintained as necessary to prevent sediment migration.
There is a mandatory site visit associated with this project (see SOW calendar)
Vendor Qualifications Contractor(s) shall have demonstrated experience performing gravel road construction, grading, compaction, and drainage improvements on conservation, parkland, municipal, or similar environmentally sensitive properties.
Final Acceptance
• The completed roadway shall:
o Be smooth and free of potholes, rutting, wash-boarding, and depressions.
o Exhibit uniform grading and proper drainage.
o Maintain the specified crown or approved cross slope.
o Be fully compacted and stable under normal vehicle traffic.
o Be left in a clean condition with all excess materials and debris removed from the site.
• Vendor shall complete a final walkthrough of the project with EEA Project
Manager
The Vendor shall coordinate its work with the EEA team and shall not commence work until a Notice to Proceed has been issued. All work as defined in the RFP must be completed by no later than January 29th, 2026.
An aerial view photograph (see Attachment B) clarifies the extent of the scope of work.
IV. Compliance with Contract Requirements The vendor shall comply with all terms and conditions of their respective contract.
EEA Facilities reserves the right to negotiate and modify requirements with the awarded vendor.
V. Compensation No services may be performed, or fees incurred by the vendor under the contract unless a Scope of Services has been agreed to in writing and with a not-to-exceed amount and a written notice to proceed from EEA Facilities has been issued. No payments shall be made for goods or services not rendered. There will be no reimbursements for any costs incurred in the preparation of a bidder’s response to this RFQ including but not limited to travel expenses, phone charges, tolls, fuel, parking or rental fees.
The services that may be provided are set forth in the SOW, and all expenses to deliver services shall be included in the contract prices. All invoices for payment under Contract shall include a detailed accounting of work authorized in a form and detail acceptable to EEA Facilities. Invoices must be submitted in a timely manner.
VI. Best Value Selection and Negotiation EEA Facilities may select the response which demonstrates the best value overall, including proposed alternatives, that will achieve the procurement and service goals of the EOEEA. Bidders may provide supplemental information. EEA Facilities and the selected bidder(s) may negotiate a change in any element of contract performance or cost identified in the original SOW or the selected Bidder’s or Contractor’s response which results in lower costs or a more cost effective or better value than was presented in the selected Bidder’s or Contractor’s original response.
During the selection process, EEA Facilities reserves the right to take any or all of the following actions if it deems them to be in the interests of the Commonwealth of Massachusetts:
• Reject any and all proposals;
• Waive any minor informalities in proposals received or request Respondents to correct them;
• Request additional information from Respondents and seek clarification from a
Respondent provided that EEA Facilities determines it is not prejudicial to the interests of the other Respondents to do so. Action by the selection team in this regard should not be construed to imply acceptance or rejection of a proposal.
