About this file

This is a Request for Information (RFI) issued by the Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs on behalf of the Massachusetts Environmental Police (MEP) seeking vendor information regarding modern Records Management System (RMS) and Computer-Aided Dispatch (CAD) solutions. The RFI solicits information on unified or integrated RMS/CAD platforms capable of supporting MEP's diverse law enforcement and environmental enforcement operations across coastal waters, inland waterways, state forests, parks, and urban jurisdictions. Key functional requirements include call intake and incident creation, unit dispatch and tracking, GIS-based mapping, mobile operations, incident report management, evidence tracking, and data analytics capabilities. The RFI was issued on August 6, 2026, with vendor questions due by August 13, 2026, and responses due by September 4, 2026. This RFI is for information and planning purposes only and does not constitute a commitment by the Commonwealth to issue a subsequent solicitation or contract.

Respondents are requested to provide budgetary cost estimates for licensing models, subscription pricing, implementation, data migration, integration, training, and ongoing support for planning and market research purposes only. The Commonwealth seeks information on vendors' experience supporting conservation, natural resource, marine, wildlife, and environmental law enforcement agencies, along with relevant government client references. Respondents should address deployment options including cloud-hosted, hybrid, or on-premises solutions; security and compliance requirements including CJIS Security Policy and NIST alignment; data migration methodologies; implementation timelines; and training and support services. All responses become public records subject to Massachusetts Public Records law. Responding to the RFI is entirely voluntary and will not affect consideration in any subsequent procurement or provide advantage or disadvantage to respondents.
