Questions
| # | RFP Question / Comment | FRTIB RESPONSE |
| 1 | [We] observed that the request was geared towards single insurers rathern than platforms that have multiple insurers. Is FRTIB willing to accept proposals from platforms that work with multiple insurers, rather than just one, where the guarantee is that the rates would be as good or better than each insurer's retail product? | No, FRTIB will only accept single insurers. |
| 2 | Two questions concerning the example calculation in Attachment J.3 Annuity Calculation Worksheet: 1) Line (7) Monthly Annuity Factor should be 5.19 using Table J.2.1.b provided, 2)Line (12) Interest Adjustment Factor should be .120 from Table J.2.2.b provided. The worksheet uses .113 from the 2013 RFP factor tables. Please confirm these errors and corrections if you are in agreement. | A corrected worksheet has been provided. This was an oversight regarding the information provided on the Annuity Calculation Worksheet. The answers are as follows: 1) The correct monthly annuity factor should be 5.19 per the information provided in table J.2.1.b 2) The correct Interest Adjustment Factor should be .120 per the information provided in J.2.2.b. |
| 3 | We would like to clarify your proposed methodology for the mortality projection scale. Did you intend for the annuity factor rates to be dynamic and change each calendar year? If so, systems would have to be updated annually to reflect the new annuity purchase rates. This would also require annual testing review for both the TSP and the insurer. |
Conversely, did you intend for the annuity factors to be constant over the contract period?
| No, the annuity factors are not expected to change each calendar year. Yes, they are expected to be constant for the duration of the contract. | ||
| 4 | Can you please share the score weighting? | Scoring information is presented in Section M.3.3 of the RFP. |
| 5 | Is this the header that should be used on both the hard copies as well as the electronic copies? (“Each page (header or footer) shall be labeled with the volume number, Volume title, solicitation number, electronic file name, the Prime Offeror’s company name, and page number.”) | Yes. |
| 6 | Is there anything that we need to complete on the first page of the RFP? | Offerors should complete the section titled "Offer (Must be fully completed by offeror)" |
