| Reference | Question from Industry | FRTIB Answer | |
5.3.2 | FRTIB states that potential contractors must meet these minimum requirements “1) Have a minimum DC/DC book of business that is equal to or greater than 3,000,000 non-zero balance participant account volume…” Was it the intention of the FRTIB, when stating “DC/DC”, to limit the minimum book of business requirement to Defined Contribution participants only? Or, would DC/DB (Defined Contribution / Defined Benefit) minimum book of business participants satisfy this requirement as well? | Section 5.3.2.5 states: “DC/DC Only: Participant account volume shall only be for DC/DC plans. While contracts may include a mix of plans such as DC/DC and pension plans, only participants covered in DC/DC plans shall be included for the minimum qualification.”
3.4 | Can the FRTIB please define what is meant by ‘providing global recordkeeping service delivery’. | "Providing global recordkeeping service delivery" means providing recordkeeping services that are accessible and delivered to participants and beneficiaries located worldwide (e.g. uniformed services).
3.1.A.1 | Participant correspondence: other than English, what other languages are required for communications materials, voice response, web, and call center representatives number of individual payroll offices with whom the service provider will interact. | Per paragraph 9 of the attachment "RKSA Minimum Qualifications" announcement document, "Questions/comments shall pertain solely to the Minimum Qualifications announcement document (Attachment: RKSA Minimum Qualifications Announcement.pdf) only. Questions/comments regarding other documents will not be addressed at this time."
3.1.A.2 | Please provide the number of individual payroll offices with whom the service provider will interact.
What is the contract term/period of performance? | Per paragraph 9 of the attachment "RKSA Minimum Qualifications" announcement document, "Questions/comments shall pertain solely to the Minimum Qualifications announcement document (Attachment: RKSA Minimum Qualifications Announcement.pdf) only. Questions/comments regarding other documents will not be addressed at this time." |
SOO | SOO Section 5 states that indicative data such as deferral rate are not submitted to the service provider. How do participants make their initial deferral percent and/or changes to their deferral percentages? | Per paragraph 9 of the attachment "RKSA Minimum Qualifications" announcement document, "Questions/comments shall pertain solely to the Minimum Qualifications announcement document (Attachment: RKSA Minimum Qualifications Announcement.pdf) only. Questions/comments regarding other documents will not be addressed at this time."
TSP OC | Recordkeeper Financial Interactions. Can the FRTIB further describe what type of information is required and how frequently automated intra-day interfaces take place? | Per paragraph 9 of the attachment "RKSA Minimum Qualifications" announcement document, "Questions/comments shall pertain solely to the Minimum Qualifications announcement document (Attachment: RKSA Minimum Qualifications Announcement.pdf) only. Questions/comments regarding other documents will not be addressed at this time."
TSP OC | Participant Forms Review and Processing. Would the potential identification and movement away from forms to online submission occur as part of the change of service provider? | Per paragraph 9 of the attachment "RKSA Minimum Qualifications" announcement document, "Questions/comments shall pertain solely to the Minimum Qualifications announcement document (Attachment: RKSA Minimum Qualifications Announcement.pdf) only. Questions/comments regarding other documents will not be addressed at this time."
5.3.1 | Since the current account definitions will not accurately account for unique, non-zero balance users will FRTIB consider reducing the number of participant’s requirement, “…and 3 DC/DC plans for at least 100,000 participants that meets the conditions in 5.3.2” to 80,000 participants per plan for the 3 DC/DC plans requested? | No. Section 5.3.2.7(b) states: "Participant account volume shall include the total number of accounts for a participant having more than one account with a non-zero balance." In other words, if a participant has 3 accounts with non-zero balances, then 3 accounts are applicable to the participant account volume per our definition.
5.3.1 | Will FRTIB consider reducing the number of DC/DC plans requirement, “…and 3 DC/DC plans for at least 100,000 participants each that meets the conditions in 5.3.2” to 2 DC/DC plans for at least 100,000 participants each? | No.
5.3.1 | Will FRTIB consider modifying the number of participants and DC/DC plans requirement “…and 3 DC/DC plans for at least 100,000 participants that meets the conditions in 5.3.2,” to allow for at least 1 DC/DC plan with a total number of participants equal to or exceeding 300,000 OR at least 2 DC/DC plans of at least 150,000 participants each? | No.
5.3.2.7a | Will FRTIB consider including participant accounts with zero balances as part of the overall participant count against qualifying per Section 5.3.1 (against the stated participant threshold) since the zero-balance accounts are still set up and administered on the system/platform and in practice must still be managed as part of the overall participants on the platform/system? | No.
5.3.2.7b | Will FRTIB consider changing 5.3.2.7, Participant account volume definitions:, part b. to count each individual participant, regardless of the number of accounts with non-zero balances they hold as a single unique participant and to therefore lower the threshold in Section 5.3.1 from 100,000 participants to 80,000 participants per the 3 DC/DC plans to enable a more accurate participant count? | No.
FBO post | Will each vendor or service provider participating in teaming arrangements or other joint ventures be required to have NAICS 561422 – Telemarketing Bureaus and Other Contact Centers? | The NAICS code that was posted is incorrect. The correct NAICS is 525 -- Funds, Trusts, and Other Financial Vehicles/525110 -- Pension Funds and this correction will be uploaded to this announcement. There is no requirement for each vendor or service provider participating in a teaming arrangement to have NAICS code 525110. Please see section 5.2 of the RKSA Minimum Qualifications document in regards to teaming arrangements and joint ventures.
4 | Will each vendor or service provider participating in teaming arrangements or other joint ventures be required to satisfy the minimum qualifications identified on Page3, Section 4 of the Minimum Qualification Announcement? | Only one team member in a teaming arrangement must individually satisfy the minimum qualification identified in Section 4 of the Minimum Qualifications document. See Section 5.3.2.2 - Book of Business Combination for the conditions for how the minimum qualifications must be satisfied. Please see section 5.2 of the RKSA Minimum Qualifications document in regards to teaming arrangements and joint ventures.
4 | In the interest of increasing competition and value to the FRTIB, would the Agency consider lowering the threshold for the minimum qualifications, allowing additional qualified vendors to participate? | No.
6 | When does the FRTIB estimate the RKSA solicitation will be released? | See Section 6 of the Minimum Qualifications document.
5.3.1 (pg5) | When a teaming arrangement consists of a “Prime” contractor that will provide holistic oversight of the associated people, processes, and systems required to deliver TSP retirement services as defined in the Recordkeeping Statement of Objectives (SOO), as well as a subcontractor whose DC/DC book of business meet the FRTIB’s size and scale minimum requirements, it is our understanding that the Prime contractor will have the responsibility of signing the declarative statement that certifies the “Potential Offeror” meets the minimum qualifications as set forth in section 5.3.1 on behalf of the team. Can you please confirm? | Yes, confirmed.
5.3.1 (pg. 6) | The minimum qualification requirement calls for “a minimum DC/DC book of business that is equal to or greater than 3,000,000 participants and 3 DC/DC plans of at least 100,000 participants”. Please confirm the 3 DC/DC plans of at least 100,000 participants must come from 3 separate clients? | If a single client relationship includes multiple covered DC/DC plans of which one or more are actively administered, operated, and managed with at least 100,000 participant accounts with a non-zero balance as of 12/31/2017, then each plan individually meeting the criteria may be counted as one of the three required plans needed to satisfy the minimum qualification requirement. Sufficient detail, to include full plan name, must be provided to facilitate verification activities as needed.
5.3.2.6 | Can the government please clarify the intent of this statement? As written, it seems that the Government’s intention is to ensure that potential offerors possess the capabilities and intend to directly service a relationship of this size without outsourcing this function to a 3rd party if awarded the contract. Can you please confirm? [Redacted] suggestion: Delete the statement or re-word with more clarifications. | FRTIB's minimum qualification requirement is for Potential Offerors who directly service an end user clients/customers.
5.3.3 | In regards to the Minimum Qualification Criterion, the requirement asks for “non-zero balance Participant Account Volume” and “associated DC/DC participant account volume”, it is unclear what specific information the FRTIB is requesting as the term volume implies transactions and not accounts. [Redacted] suggestion: It is recommended that the requirements be changed from “non-zero balance Participant Account Volume” to “non-zero balance Participant Accounts” and from “associated DC/DC participant account volume”, to “associated DC/DC participant accounts”. | Section 5.3.2.7 defines "participant account volume" as follows: "a. Participant account volume shall exclude participant accounts with zero balances. b. Participant account volume shall include the total number of accounts for a participant having more than one account with a non-zero balance."
