About this file

This is a Request for Proposals (RFP) issued by Stockton Unified School District (SUSD) in California seeking qualified third-party providers to deliver equitable services at non-profit private schools within SUSD's attendance boundaries. The services encompass Title I, II, III, and/or Title IV federal programs designed to support eligible students enrolled in participating non-profit private schools. The third-party provider must ensure all services are secular, neutral, and non-ideological, delivered under the same conditions and limitations as services provided to public school students. Services must be provided by appropriately licensed teachers, and program implementation will be guided by annually developed Equitable Services Plans (ESP) created through consultation between SUSD and each non-profit private school based on comprehensive needs assessments. The provider will be responsible for ongoing coordination with SUSD and participating schools to implement the ESP in accordance with federal guidelines and evaluate program effectiveness annually.

The RFP requires that the third-party provider be independent from the non-profit private schools and any religious organizations to maintain the secular and neutral nature of services. All program decisions must be documented through the annual Equitable Services Plan process, with the provider meeting regularly with SUSD and school administrators to ensure services remain equitable to those provided to eligible public school children. The contractor must demonstrate the capacity to serve eligible and identified students across multiple non-profit private schools while maintaining compliance with federal Title I, II, III, and IV program requirements and maintaining appropriate licensure for all instructional staff employed.
