About this file

This is a Statement of Work (SOW) for water heater replacement at Federal Correctional Complex Terre Haute, approved by the Federal Bureau of Prisons on July 30, 2026. The project (24Z4AV4) requires a single qualified and licensed contractor to dismantle and legally dispose of three legacy 1971 Cleaver-Brooks Model DL-60 watertube boilers with their respective burners from the FCI Powerhouse, and supply and install four new identical steam-storage type water heaters—two for the FCI facility and two for the SPC facility. All work must comply with applicable local, state, and federal codes including the International Building Code, National Electrical Code, Uniform Plumbing Code, NFPA standards, and OSHA requirements.

The contractor must conduct a comprehensive site assessment within 14 calendar days of contract award to validate final storage volumes and heating recovery rates based on field conditions. The two FCI units must be vertical steam-fired storage water heaters with a minimum heating recovery rate of 4,500 gallons per hour, while the two SPC units must be horizontal with a minimum recovery rate of 1,800 gallons per hour; both configurations must be fully redundant with each individual heater independently sized to carry 100 percent of the maximum peak hot water load. All equipment must use 4-inch copper domestic water piping with Victaulic grooved couplings, connect to 4-inch black iron steam supply and 2-inch condensate return lines, be ASME-constructed with 125 psig working pressure, feature heavy-duty copper U-Bend heating coils, maintain ±4°F temperature stability, and fit entirely within existing concrete housekeeping pad footprints with no structural modifications permitted. The contractor is responsible for all labor, materials, rigging, tools, site cleanup including hazardous waste removal with manifests, and a five-year comprehensive factory warranty covering all parts and labor. Project execution must occur in a non-disruptive sequence with zero downtime; contractor personnel must pass National Criminal Information Center background checks at least 14 calendar days prior, comply with institutional work hours of 7:00 AM to 3:00 PM Monday through Friday with designated delivery windows, and adhere to security protocols including tool inventories, escort requirements, electronic device restrictions, and professional dress codes. The equipment must include FITARA-compliant closed-loop controls with no network connectivity, Building Automation System integration, or remote-monitoring capabilities.

C. SCOPE OF WORK

1. Contractor Sizing and Validation Clause: While the physical utility connections (4" water/steam) and baseline specifications are fixed, the contractor is responsible for validating the final storage volume and heating recovery rate based on field conditions and manufacturing performance data.

2. Site Assessment: Within 14 calendar days of contract award, the Contractor shall conduct a comprehensive on-site fixture count and mechanical assessment of both the FCI and SPC facilities. The Contractor shall calculate the peak hot water demand for each institution and submit manufacturer-supported capacity calculations and technical documentation to the COR for review. The final manufactured tank sizes and copper coil capacities must reflect these field calculations, ensuring that a single tank at each location can carry the full, calculated peak compound load under continuous operations.

3. Footprint and Utility Matching Clause: Any proposed 'or equal' equipment must utilize the exact same utility hookup locations (steam inlet, condensate outlet, cold water inlet, hot water outlet, and recirculation return) and fit entirely within the existing concrete housekeeping pad footprints. The contractor is responsible for any field piping adjustments or re-routing necessary to match existing utility connection points, at no additional cost to the Government. No modifications to the building's permanent structural walls, doors, or ceilings will be permitted to accommodate alternative equipment dimensions.

4. The Contractor shall provide all labor, materials, rigging, tools, and supervision required to supply and install four (4) new, identical steam-storage type water heaters (2 for the FCI and 2 for the SPC) to include all incidental technical verification necessary to ensure proper sizing and fit-up. To ensure simplified maintenance and institutional continuity, the equipment configuration must adhere to the following mandates:

Combined Salient Characteristics – Steam-Fired Storage Water Heaters (Vertical – FCI / Horizontal – SPC)

Purpose:

These salient characteristics define the minimum technical, performance, and compatibility requirements for replacement steam-fired storage water heaters at FCC Terre Haute. Existing equipment specifications and brand-name references are provided as baseline examples.
