About this file
This is a Sole Source Notification (SSN) from the University of Wyoming's Procurement and Payment Services, seeking petroleum geologist consulting services from Zion Energy LLC. The university intends to issue a sole source purchase order for detailed geological consulting work at EORI, with submissions due electronically through BidNet by 2:00 PM (MT) on August 22, 2025. The scope of work involves comprehensive reservoir characterization, including detailed log correlations, examinations of reservoir data from cores, drill stem tests, and production/injection information. Deliverables will include cross sections showing Minnelusa correlations and detailed reservoir maps incorporating thickness, porosity, production, and injection data for each well.
The document highlights the difficulty of finding experienced petroleum geologists in Wyoming, which justifies the sole source approach. The required skills include expertise in conventional oil and gas reservoir characterization, wireline logs, core analyses, drill stem tests, reservoir pressure, production, injection, tracer surveys, outcrop descriptions, completions, and workovers. The university emphasizes that this notice is informational and not a formal competitive solicitation, reserving the right to determine whether to conduct a competitive procurement based on received statements of capabilities. Interested parties are invited to submit a detailed Statement of Capabilities, with specific guidelines for handling confidential or proprietary information.

SOLE SOURCE NOTIFICATION (SSN) -TGP-2025-25
Proposed Sole Source Purchase for Petroleum Geologist Consulting Services
The University of Wyoming (the University) intends to issue a sole source purchase order to Zion Energy LLC. for Petroleum Geologist consulting services. Any purchase order resulting from this proposed sole source will be governed by the University of Wyoming’s Terms and Conditions.
The minimum requirements of services are included below:
Experienced Petroleum Geologists available for consulting work in Wyoming is difficult because of the limited availability of qualified individuals.
The skills required at EORI include:
• detailed characterization of conventional oil and gas reservoirs
• expertise in wireline logs
• core descriptions and analyses
• drill stem tests
• reservoir pressure
• production
• injection
• tracer surveys
• outcrop descriptions
• completions
• workovers
The scope of work will involve detailed log correlations and examinations of any reservoir characteristic data we can gather (mostly from cores, drill stem tests, and production/injection data). Based on the correlations, reservoir interval maps will be generated that will help define flow units within the fields’ studies.
Deliverables will include cross sections showing detailed correlations of the Minnelusa. Additional deliverables will include detailed reservoir maps incorporating reservoir thickness, porosity, along with production and injection data for each well.
Any interested party that believes it can comprehensively provide a comparable product as noted above, shall submit a Statement of Capabilities in sufficient detail to determine if the specifications can be met.
