About this file
This document is a Sole Source Notification (SSN) issued by the University of Wyoming's Procurement and Payment Services for the proposed purchase of FPA Brucellosis Kits from Ellie LLC. The notification seeks potential alternative suppliers and requires any interested parties to submit a Statement of Capabilities through BidNet's electronic solicitation portal by 2:00 PM (MT) on July 28, 2025. The University has been working with Ellie LLC for several years and considers them the sole provider of these specialized kits needed by the Wyoming State Veterinary Laboratory for USDA Brucellosis case testing and research, particularly in response to an increase in brucellosis positive tests in the state's DSA area.
The notification emphasizes that while this document is informational and not a formal competitive solicitation, the University will review any submitted statements to determine whether to conduct a competitive procurement process. The sole source purchase is driven by the laboratory's ongoing need for specific FPA Brucellosis test kits and Ellie LLC's proven track record of quality service. Any submitted statements of capabilities must clearly delineate any confidential or proprietary information, which must be separately packaged and explicitly marked. The University reserves the right to be the sole judge in evaluating potential alternative suppliers based on quality, performance, and pricing.

Proposed Sole Source Purchase for Ellie FPA Brucellosis Kits
The University of Wyoming (the University) intends to issue a sole source purchase order to Ellie LLC. for FPA Brucellosis Kits. Any purchase order resulting from this proposed sole source will be governed by the University of Wyoming’s Terms and Conditions.
The minimum requirements of the purchase are included below:
Wyoming State Veterinary Laboratory has been working with Ellie, LLC for several years and has continued to provide quality services and supplies. Ellie, LLC is the sole provider of the FPA Brucellosis kits required for the Wyoming State Veterinary Laboratory to perform testing for USDA Brucellosis cases and research.
The state of Wyoming has also seen an increase in DSA area brucellosis positive tests which has instigated more testing by producers and veterinarians throughout the state, thus needing more test kits.
Any interested party that believes it can comprehensively provide a comparable product as noted above, shall submit a Statement of Capabilities in sufficient detail to determine if the specifications can be met.
University of Wyoming will only accept or consider electronic submissions received in BidNet’s electronic solicitation portal on or before 2:00 PM (MT) on July 28, 2025. Submissions received after this date and time or received outside of the BidNet portal may not be considered. The University shall be the sole judge in reviewing responses with regards to quality, performance, and price.
This notice is issued for informational purposes only and is NOT a request for competitive quotes or proposals. Information received will be considered to determine whether to conduct a competitive solicitation. A determination to not compete this proposed procurement based upon responses to this notice is solely within the discretion of the University.
Any restrictions on the use or inspection of material contained within the statement of capabilities shall be clearly stated in the document itself. The Supplier must state specifically what elements of the statement of capabilities are to be considered confidential/proprietary. Confidential/proprietary information must be readily identified, marked, and separately packaged from the rest of the response. Co-mingling of confidential/proprietary and other information is NOT acceptable. Procurement Services will make a written determination as to the apparent validity of any request for confidentiality. The written decision of Procurement Services will be sent to the Supplier as required.
