About this file

This Sole Source Notification (SSN) is issued by the University of Wyoming's Procurement and Payment Services, seeking to purchase a Variable Field Translation Balance instrument from Mag Instruments. The document outlines a proposed sole source purchase for a specialized scientific instrument with specific technical capabilities, including measuring magnetic susceptibility and magnetic remanence simultaneously across temperatures ranging from -180 to 800 Celsius, with a maximum field of 1 Tesla and a dynamic range from 10^-8 to 0.1 Am. The University requires an instrument capable of generating First Order Reversal Curves (FORCs), measuring susceptibility up to 700 Celsius, and measuring remanence up to 700 Celsius. Interested parties are invited to submit a Statement of Capabilities electronically through BidNet's portal by 2:00 PM (Mountain Time) on May 2, 2025.

The solicitation is informational and not a formal request for competitive quotes or proposals. The University reserves the sole discretion to determine whether to conduct a competitive solicitation based on the received submissions. Potential suppliers must clearly identify any confidential or proprietary information in their statements, with such information to be separately packaged and marked. The University will be the sole judge in reviewing responses, considering factors such as quality, performance, and price. Any purchase order resulting from this notification will be governed by the University of Wyoming's Terms and Conditions, with Mag Instruments identified as the preferred vendor for this specialized scientific instrumentation.

SOLE SOURCE NOTIFICATION (SSN) -TGP-2025-14

Proposed Sole Source Purchase for Variable Field Translation Balance Instrument

The University of Wyoming (the University) intends to issue a sole source purchase order to Mag Instruments for Variable Field Translation Balance instrument. Any purchase order resulting from this proposed sole source will be governed by the University of Wyoming’s Terms and Conditions.

The University is looking to purchase a Variable Field Translation Balance instrument from Mag Instruments.

It’s an instrument that measures magnetic susceptibility and magnetic remanence at the same time. The instrument has the capability to measure at temperatures ranging from -180 to 800 Celsius, a maximum field of 1 Tesla, and a dynamic range from 10^-8 to 0.1 Am. The instrument can be used to create FORCs, thermomagnetic curves, backfield curves, and hysteresis loops. We require an instrument that can generate FORCs, measure susceptibility up to 700 Celsius, and that can measure remanence up to 700 Celsius.

Any interested party that believes it can comprehensively provide a comparable product as noted above, shall submit a Statement of Capabilities in sufficient detail to determine if the specifications can be met.

University of Wyoming will only accept or consider electronic submissions received in BidNet’s electronic solicitation portal on or before 2:00 PM (MT) on May 2, 2025. Submissions received after this date and time or received outside of the BidNet portal may not be considered. The University shall be the sole judge in reviewing responses with regards to quality, performance, and price.

This notice is issued for informational purposes only and is NOT a request for competitive quotes or proposals. Information received will be considered to determine whether to conduct a competitive solicitation. A determination to not compete this proposed procurement based upon responses to this notice is solely within the discretion of the University.

Any restrictions on the use or inspection of material contained within the statement of capabilities shall be clearly stated in the document itself. The Supplier must state specifically what elements of the statement of capabilities are to be considered confidential/proprietary. Confidential/proprietary information must be readily identified, marked, and separately packaged from the rest of the response. Co-mingling of confidential/proprietary and other information is NOT acceptable. Procurement Services will make a written determination as to the apparent validity of any request for confidentiality. The written decision of Procurement Services will be sent to the Supplier as required.
