About this file

This Sole Source Notification (SSN) is issued by the University of Wyoming's Procurement and Payment Services for a proposed sole source purchase of a Multi-Sensor Core Logger (MSCL-S) from Geotek Ltd. The document details an upgrade to an existing core logging system originally purchased in 2008, which involves replacing the operating system with Windows 11, updating the digital line scan camera to a new GeoScan VI model with 1x 5K CCD pixels, and adding an Olympus Vanta M pXRF as a new logging module. The procurement is time-sensitive, with electronic submissions accepted through BidNet's portal only until 2:00 PM (MT) on April 22, 2025, and the university reserves the right to be the sole judge in reviewing any received capabilities statements.

The updated MSCL-S system will be used for geoscience applications including stratigraphic analyses, paleoenvironmental reconstructions, Critical Zone investigations, mineral exploration, and student training. The line scan imagery will support AI analyses of sediment and rock properties, while the pXRF will help identify critical mineral deposits and assess past biogeochemical changes. The document emphasizes that this notice is informational and not a competitive quote request, with the university maintaining discretion on whether to conduct a competitive solicitation based on any received statements of capabilities.

SOLE SOURCE NOTIFICATION (SSN) -TGP-2025-12

Proposed Sole Source Purchase for Multi Sensor Core Logger

The University of Wyoming (the University) intends to issue a sole source purchase order to Geotek Ltd for the Geotek Standard Multi-Sensor Core Logger. Any purchase order resulting from this proposed sole source will be governed by the University of Wyoming’s Terms and Conditions.

The purchase focuses on updating a Standard Multi-Sensor Core Logger (MSCL-S) previously purchased from Geotek Limited in 2008. The existing MSCL-S) is a modular non-destructive core analysis platform that is capable of acquiring both petrophysical and geochemical properties from core samples of up to 1.5m in length. The MSCL-S accepts whole and split cores with or without liners from rock and unconsolidated sediment cores. The core samples are automatically and continuously pushed passed a series of sensors to less than 0.01 mm accuracy. Data from each of the sensors is acquired simultaneously and is depth co-registered along the length of the core. Data are displayed in real-time within Geotek’s MSCL software.

The update involves replacing the current operating system with Windows 11 and replacing the original digital line scan camera, which is integrated within the modular core logging system, with a new GeoScan VI line scan camera suitable for use within the MSCL-S; the visible light camera has 1x 5K CCD pixels, a maximum scan rate of 200 lines/second, a Canon lens, and data transfer to the MSCL-S acquisition PC via ethernet.

Other add ons:

The update will enable the addition of an Olympus Vanta M (large area SDD) pXRF with a 15W X-ray source as a new logging module within the MSCL-S. The system must be compatible with the existing MSCL-S, the acquisition PC, and the Geotek operating software.

How they fit into our requirements and needs:

The updated MSCL-S with pXRF will be used to examine rock and sediment cores for a range of geoscience applications. Core logging serves fundamental stratigraphic analyses and is used by the University of Wyoming for paleoenvironmental reconstructions, analyses of the Critical Zone, and mineral exploration as well as student training. Line scan imagery will be used for AI analyses of sediment and rock properties, while pXRF will be used to identify critical mineral deposits and assess evidence of past biogeochemical changes.

Any interested party that believes it can comprehensively provide a comparable product as noted above, shall submit a Statement of Capabilities in sufficient detail to determine if the specifications can be met.

University of Wyoming will only accept or consider electronic submissions received in BidNet’s electronic solicitation portal on or before 2:00 PM (MT) on April 22, 2025. Submissions received after this date and time or received outside of the BidNet portal may not be considered. The University shall be the sole judge in reviewing responses with regards to quality, performance, and price.

This notice is issued for informational purposes only and is NOT a request for competitive quotes or proposals. Information received will be considered to determine whether to conduct a competitive

Any restrictions on the use or inspection of material contained within the statement of capabilities shall be clearly stated in the document itself. The Supplier must state specifically what elements of the statement of capabilities are to be considered confidential/proprietary. Confidential/proprietary information must be readily identified, marked, and separately packaged from the rest of the response. Co-mingling of confidential/proprietary and other information is NOT acceptable. Procurement Services will make a written determination as to the apparent validity of any request for confidentiality. The written decision of Procurement Services will be sent to the Supplier as required.
