About this file

This is a Sole Source Notification (SSN) document issued by the University of Wyoming on February 12, 2025, concerning the procurement of SARS-CoV-2 virus neutralization test kits from GenScript. The Animal Science department requires approximately 800 test kits as part of a cooperative agreement with USDA APHIS, under the direction of Dr. Bledar Bisha. The solicitation is not a competitive quote request but an informational notice, with electronic submissions accepted through BidNet's portal until 2:00 PM (MT) on February 18, 2025. The procurement is specifically for continuing an ongoing research study that began in early 2024, requiring consistent use of the same test kits throughout the study's duration.

The sole source justification is based on GenScript being the only manufacturer of the specific kits needed for this research, which originated from an APHIS cooperative agreement initiated in June 2023. The University reserves the right to be the sole judge in reviewing any potential responses regarding quality, performance, and price, and maintains discretion in determining whether to conduct a competitive solicitation. Any interested parties are invited to submit a Statement of Capabilities, with clear guidelines for marking confidential or proprietary information. The purchase order will be governed by the University of Wyoming's standard Terms and Conditions, emphasizing the specialized nature of the research requirements.

SOLE SOURCE NOTIFICATION (SSN) -TGP-2025-04

Proposed Sole Source Purchase for GenScript SARS-CoV-2 Virus test kits

The University of Wyoming (the University) intends to issue a sole source purchase order to GenScript for SARS-CoV-2 virus neutralization test kits. Any purchase order resulting from this proposed sole source will be governed by the University of Wyoming’s Terms and Conditions.

The minimum requirements of the purchase are included below:

The Animal Science department needs to buy a total of approximately eight hundred (800) SARS- CoV-2 virus neutralization test kits as part of the APHIS cooperative agreement between the USDA APHIS and the University of Wyoming Animal Science Department under the direction of Dr. Bledar Bisha.

The Sars-Cov-2 research being conducted started a couple of years ago by the Animal and Plant Health Inspection Service (where our cooperative funding is coming from). The cooperative agreement started in June of 2023, and we have been purchasing these specific kits since early 2024 for research use. For consistency of the research, the same kits need to be used through the duration of the study. GenScript was chosen originally, as they were/are the only manufacturer of the kits needed to perform this research.

Any interested party that believes it can comprehensively provide a comparable product as noted above, shall submit a Statement of Capabilities in sufficient detail to determine if the specifications can be met.

University of Wyoming will only accept or consider electronic submissions received in BidNet’s electronic solicitation portal on or before 2:00 PM (MT) on February 18, 2025. Submissions received after this date and time or received outside of the BidNet portal may not be considered. The University shall be the sole judge in reviewing responses with regards to quality, performance, and price.

This notice is issued for informational purposes only and is NOT a request for competitive quotes or proposals. Information received will be considered to determine whether to conduct a competitive solicitation. A determination to not compete this proposed procurement based upon responses to this notice is solely within the discretion of the University.

Any restrictions on the use or inspection of material contained within the statement of capabilities shall be clearly stated in the document itself. The Supplier must state specifically what elements of the statement of capabilities are to be considered confidential/proprietary. Confidential/proprietary information must be readily identified, marked, and separately packaged from the rest of the response. Co-mingling of confidential/proprietary and other information is NOT acceptable. Procurement Services will make a written determination as to the apparent validity of any request for confidentiality. The written decision of Procurement Services will be sent to the Supplier as required.
