TECHNICAL SPECIFICATIONS FOR
TESTING AND REPAIR SERVICES OF TRANSFORMERS AT THE HOWARD F. CURREN AWT PLANT
(SHELTERED MARKET SOLICITATION)
9. GENERAL
The City of Tampa, Wastewater Department, Howard F. Curren AWT Plant requires the annual testing, preventive maintenance and repair services of 54 distribution transformers. This work includes all laboratory testing, reporting, repairs, power factor testing and associated services. Testing performed as a result of this specification shall be non-destructive.
All testing shall meet or exceed the requirements of ANSI Standards Testing Section C57.10.00 and C57.12.90. The repairs to be performed are to rectify the problems identified by the inspection and testing. The repairs shall meet or exceed the requirements of the National Electrical Code and standards that are considered good electrical maintenance practice. All labor, equipment, devices, parts and materials necessary to perform the work shall be included whether or not directly specified herein. All 54 transformers located at the sites shall be tested. A list of the transformers is included in Section 6 of the Technical Specifications. Any manufacturers, model numbers, or serial numbers found to be incorrect on the list of transformers shall be noted on reports and correct information provided. Additionally, a map detailing the locations of the fifty-four transformers installed at the Howard F. Curren AWT Plant is included as an attachment 1 to this bid document (1 page).
10. SUBMITTALS
All bidders shall submit with their bid documentation that demonstrates the capability of performing work pertinent to this specification. Such information shall include the following items:
10.1 References from five current or former clients, within the last three years, showing the successful completion of similar testing. These references shall be complete with telephone numbers, email addresses, and contact person(s).
10.2 Certification of the laboratory that is to be used in the execution of this work. This certification shall be current and verifiable.
10.3 A list of test equipment to be used in the completion of the work. The calibration dates for this equipment shall be current when used during the testing.
Failure to submit shall documentation may result in the Bidder being deemed non-responsive.
11. SPECIFIC PROVISIONS
The following services shall be provided by the Awardee:
11.1 An oil sample shall be taken from each transformer using a glass sample syringe. The sample shall be handled carefully and protected from direct sunlight. The level of oil in the transformer shall be measured and filled to the proper level if needed. Ensure that only oil of identical type is used to top-up transformers. Nitrogen shall be added when necessary to maintain one to three pounds per square inch of positive pressure. This oil sample shall be analyzed for dielectric breakdown, neutralization number, power factor, fire and flash points, pour points, viscosity, moisture, interfacial tension, visual and color, specific gravity, dissolved gases and oxygen inhibitor.
11.2 If the oil sample test shows that the oxygen inhibitor level has fallen to 0.1%, sufficient DBPC should be added to the oil to provide a final inhibitor level of 0.3% by weight.
11.3 All cabinets, insulators and bushings shall be cleaned prior to testing. All spider webs, dirt and other debris shall be removed during this cleaning. To avoid dust clouds, a vacuum should be first be used to remove excess dirt. Low pressure (20 to 25 pounds per square inch) dry compressed air may be used for cleaning after most dirt has been removed by vacuum.
11.4 All accessories shall be inspected, tested and/or replaced. These accessories include but are not limited to: load tap changers, gauges, valves, gaskets, radiators, bushings, mechanical relief devices, fault pressure relays and other accessories. Minor adjustments, such as tightening of connections, shall be performed during this inspection. The
City will compensate the Awardee for any items that need to be replaced at the Awardee’s cost plus the mark-up percentage included on the Bid Response Page.
11.5 The Awardee shall perform a winding resistance test. All windings shall be tested and the results recorded.
11.6 An insulation resistance test shall be performed. All electrical points shall be measured to ground as well as the resistance from the primary coil to the secondary coils. The results of this testing shall be recorded.
11.7 A power factor test shall be performed and the results shall be calculated and recorded.
11.8 The Awardee shall perform a turn-to-turn ratio test on all the taps of the transformer being tested; the in-use tap shall be the last tap tested. This test shall include readings over five taps. The results of this testing shall be recorded for all five taps. An excitation current test shall be performed. Do not attempt to conduct test immediately following DC Testing. The results of this test shall be recorded.
11.9 The repairs shall be performed on a time and material basis. Any parts and materials replaced shall meet or exceed the quality standards of the part or material being replaced. Such repairs shall be pre-approved in writing by the City prior to the Awardee commencing the work. The Awardee shall submit a time estimate to the City for all work that is necessary. No compensation shall be paid for travel time to and from the work location. The estimate shall be accurate within 20 percent in terms of the actual hours that are billed to the City. The City reserves the right to exercise the option of soliciting other competitive quotes for any repair work when deemed necessary.
12. REPORTS
All results of the test performed as a result of this specification shall be compiled in the form of a single report, see section 15 for a sample test report.
12.1 Two copies of this report shall be provided: one in electronic format and one hard copy.
12.2 This report shall reference each transformer by the AWT Plant’s equipment number. The information presented in this report shall be displayed in a format that clearly represents the tests performed and the resulting information. The information in this report shall include but is not limited to all items listed in the order as shown in Section 14 of the Technical Specifications.
12.3 A list of the repairs that are performed shall also be included in this report. All deficiencies and repair recommendations shall be clearly identified. This list shall include all information associated with the repairs such as materials used and amount of time expended to perform the repair.
12.4 The hard copy of the report generated shall be contained in a bound booklet that is suitable for becoming a permanent record.
12.5 The electronic copy shall be compiled into one single report in pdf format.
12.6 The reports shall be completed and turned over to the City within thirty days after the field testing and oil sampling is completed.
12.7 All test results obtained as a result of work performed under these specifications shall be deemed the property of the City of Tampa.
13. RESPONSIBILITIES
13.1 The work shall be coordinated with the Treatment Plant's Electrical Maintenance Representative It should be understood that the transformers described herein are presently in service and some delay in the work is to be expected as the equipment is taken out of service for testing. The City will make every effort to make the transformers available to the Awardee in a timely manner.
13.2 The Awardee shall have the oil analysis performed by a laboratory that is certified by the Association for Laboratory Accreditation. These results shall be certified by the laboratory performing the work.
13.3 The Awardee shall always maintain safe working conditions while engaged in the work resulting from this specification. These safety procedures shall be in line with the recommendations of OSHA and those that are considered good electrical maintenance practice.
