About this file

This is a Statement of Work (SOW) for a Construction Testing Blanket Purchase Agreement (BPA) issued by the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood under solicitation number W91151TESTINGBPA.

The contractor shall provide comprehensive material testing, geotechnical investigations, and engineering design solutions, including all necessary labor, materials, equipment, transportation, supervision, and incidental services. Work scope encompasses testing and investigation services for roadways, parking lots, motor pools, tank maneuver trails, drainage features, aircraft aprons, and earthen dams. All laboratory and field services must conform to federal specifications (ASTM/AASHTO), state, and local standards as directed by the Contracting Officer. The BPA structure allows for task orders to be issued as needed, with specific work requirements, pricing, and delivery schedules to be determined through individual orders placed against the agreement. This is a pre-solicitation opportunity, indicating that a Request for Information (RFI) and SOW draft have been released to gather industry feedback prior to formal solicitation release.

1.0 General Scope of Work

The Contractor shall furnish all labor, materials, equipment, transportation, supervision, and incidentals necessary to perform comprehensive material testing, geotechnical investigations, and engineering design solutions. Work includes, but is not limited to: roadways, parking lots, motorpools, tank maneuver trails, drainage features, aircraft aprons, and earthen dams. The Contractor shall ensure all laboratory and field services conform to federal (ASTM/AASHTO), state, and local specifications as ordered by the Contracting Officer.

2.0 Detailed Requirements

The work includes, but is not limited to:

· Soils & Earthwork: Laboratory classification (Atterberg, Sieve), moisture-density relationships (Proctor), California Bearing Ratio (CBR), and in-place nuclear density testing.

· Asphalt (HMAC): Mix design verification, extraction and gradation analysis, Marshall/Superpave stability testing, and pavement coring for thickness and density.

· Concrete (PCC): Design of structural and high-early-strength mixes, slump and air content field testing, and compressive/flexural strength cylinder testing.

· Geotechnical Solutions: Subsurface exploration (drilling/sampling), slope stability analysis for earthen dams, and bearing capacity evaluations for heavy equipment trails.

· Engineering Design: Providing stamped repair recommendations, pavement thickness designs for aircraft loads, and stabilization strategies (lime/cement) for failing subgrades.

· Forensic Analysis: Failure investigation of existing pavements, including crack mapping, petrographic analysis, and rehabilitation feasibility studies.

3.0 Site Protection & Cleanup

· Protection of Features: The Contractor shall protect all existing features, including vegetation, nearby structures, and existing utility infrastructure, during drilling or sampling operations.

· Utility Protection: The Contractor is responsible for coordinating utility locates (e.g., 811) and protecting all underground infrastructure prior to any boring or excavation.

· Cleanup: Upon completion of field testing or boring, all holes shall be properly backfilled/patched, and the area shall be cleaned of all slurry, soil cuttings, and debris.

· Disposal: The Contractor is responsible for the legal disposal of all contaminated samples, excess core materials, and waste off-site.

4.0 Traffic Control & Safety

· Temporary Traffic Control: The Contractor shall provide all necessary devices (signs, cones, flaggers) per the Manual on Uniform Traffic Control Devices (MUTCD) when performing testing on active roadways or aprons.

· Safety: The Contractor shall comply with all Occupational Safety and Health Administration (OSHA) standards and specific installation safety protocols for high-traffic or specialized maneuver areas.

5.0 Project Quality and Technical Standards

· Quality Control: The Contractor shall maintain current laboratory accreditations (e.g., AASHTO R18, AMRL, CCRL) and ensure all equipment is calibrated annually by a certified third party.

· Restoration: All test pits, boreholes, or core locations shall be restored to a condition exceeding the original state (e.g., non-shrink grout or cold-patch asphalt).

· Materials: All engineering recommendations and material certifications shall meet the stringent load requirements for tank trails and aircraft aprons.

6.0 Submittals

The contractor may be required to submit:

· Certified Lab Reports: Formal results for soil, HMAC, and PCC testing.

· Engineering Reports: Stamped geotechnical evaluations and pavement design profiles.

· Boring Logs: Detailed subsurface records including GPS coordinates of test locations.

· Accreditation Certificates: Proof of laboratory and technician certifications (e.g., ACI, NICET).

· Mix Design Approvals: Formal verification of contractor-submitted HMAC/PCC designs
