About this file
This is a Request for Information (RFI) from the National Geospatial-Intelligence Agency (NGA) seeking industry capabilities for instrument flight procedure production software. The software must directly ingest aeronautical data formats, automate terminal instrument procedure design using international and U.S. aviation criteria, support cloud and on-premises hosting, and provide capabilities such as developing navigation procedures, evaluating airport navigation surfaces, generating procedure charts, and performing data conversions. The requirement is expected to be valued between $1M-$5M with a five-year performance period, located in the St. Louis metropolitan area.
Interested parties must submit an unclassified white paper not exceeding 10 pages by 12:00 pm ET on 9 May 2025 via email to jimmy.c.ober@nga.mil. Respondents should provide administrative details including business type, past performance, and potential small business set-aside opportunities. The RFI targets custom computer programming services under NAICS codes 541511, with potential for small business participation. Questions must be submitted by 15 April 2025, and a Q&A list will be posted on SAM.GOV. The government emphasizes cybersecurity compliance, potential for software modification, and integration with NGA's IT infrastructure.
