Request for Information (RFI) Teleradiology Physician Services

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e)); this is not a solicitation. A formal solicitation is not available at this time. This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI.

INSTRUCTIONS FOR RESPONDING TO THIS RFI

Response Format/Page Limitations:

The overall total page limit for responses to this RFI is 20 pages; the Government recommends a clear and concise response to ensure that its response is complete and sufficiently detailed.

Interested parties should limit marketing material in order to allow sufficient space for adequately, directly, and substantively responding with the information of most interest to the Government.

When responding, please also provide your company’s Socio-Economic Category and Unique Entity Identifier (UEI).

National Teleradiology Program Support Services The purpose of this RFI is to seek information from interested vendors and their capability to provide he National Teleradiology Program with teleradiology support services nationwide; to and assist the Government with their formation of an acquisition strategy to meet those needs.

Any responding contractor may respond to any number of questions posed in this RFI, and a submission does not mandate a response to each question asked. Any and all socioeconomic categories are encouraged to respond. Responses should be as complete and informative as possible.

Expected time frame to begin work: Q2 FY26

Expected Period of Performance: Base plus four option years after contract award

Introduction:

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), National Teleradiology Program (NTP) provides high quality, effective, and efficient solutions to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans’ health care in an effective and timely manner.

The National Teleradiology Program provides teleradiology services to more than 130 VHA facilities across the United States. Due to recent staffing losses combined with a national shortage of radiologists, NTP has been unable to sufficiently recruit new radiologists to meet current workload volume demands. NTP is seeking a contract for teleradiology services to support facilities and meet workload demands.

The National Teleradiology Program requires teleradiology services to be provided nationwide.

The teleradiology contractor shall provide Board Certified Radiology Physician Services providing teleradiology services consistent with The Joint Commission (TJC), that meet or exceed VA and American College of Radiology Guidelines.

The contractor shall be responsible for providing interpretations of imaging examinations including Computed Tomography Scans (CT/CTA), General Radiographic Procedures (Plain Film), Ultrasound Studies (US) including vascular ultrasound (Doppler/Duplex) exams, and Magnetic Resonance (MRI/MRA). Therefore, to provide essential patient care, the need exists for a Teleradiology Service that will provide interpretation of radiological examinations after hours. Approximately 138,000 procedures, annually, would be interpreted during these times.

The substantial number of examinations read, as well as the workflow of handling those examinations, will require the services of an established Teleradiology Service provider that can absorb the subspecialty and specialty case load and meet specific institutional requirements for connectivity, turnaround time, and security. Based on the complexity and size of the facilities served by NTP, and the scope of the work performed, a pool of board-certified radiologists will be required for this contract. The contractor shall have an existing national MOU/ISA between themselves and the VHA to allow for providing teleradiology services for NTP that conforms to all security requirements.

The Contractor shall be expected to perform on a per procedure basis annually beginning with the initial estimated quantity listed below with an expectation that the estimated quantity will increase +/- 5% yearly.

Questions to be answered in response to this RFI:

1. Does your company have the resources to provide these services under one contract?

If not, please provide answers to the following:

a. Briefly outline how you would secure resources to provide the required services.

b. Please describe your onboarding process including expected timeline.

c. What is your radiologist turnover rate?

2. Does your company have experience supporting high-volume large-scale health systems and organizations in teleradiology, including the public sector?

a. What is your level of teleradiology experience in the private and public health sectors in the US? Please explain.

b. How many current radiologists does your company hold?

c. How many other contracts, similar in scope to the draft PWS, do you have in place?

d. What percentage of the estimated volume requests would you be able to satisfy with your current staff?

3. What contract type would you suggest being used, and briefly explain why?

a. Examples are Firm-Fixed-Price, Fixed-price incentive contract, etc.

b. Single requirement contract, Indefinite Delivery/Indefinite Quantity (IDIQ), Blanket Purchase Agreement (BPS), single or multiple award?

4. Does your company have the resources and capability to receive a net 30 payment from the Government after we receive the order?

5. Please provide information on imaging platform security and compliance. Does your company currently have an active MOU for information security with VA?

6. What are your current turnaround times for STAT and routine cases? Would you be able to meet the turnaround times for STAT and routine cases stated in the PWS during evening, night, and weekend hours?

7. What quality assurance measures do you have in place?

8. Are your radiologists board certified?

a. What is the availability of trained subspecialists?

9. Can your company accommodate fluctuating image volumes?

10. What imaging modalities do you support?

11. Are all your teleradiology providers geographically located in the US?

12. Do you have in-house IT and customer service support available 24/7?

13. Please describe your ongoing professional practice evaluation (OPPE) process. Does it meet The Joint Commission and VA requirements (minimum 100 case reviews per 12 months per radiologist)?

14. Are there any other considerations the Government should be aware of? Please explain.
