About this file
The document is a Sole Source Justification Form from the Illinois Environmental Protection Agency (IEPA) for the procurement of eleven (11) Teledyne T100u Sulfur Dioxide (SO2) Ambient Air Monitors. The project, titled "Teledyne SO2 Monitors," is designed to maintain the agency's air monitoring network and meet U.S. Environmental Protection Agency (USEPA) requirements. The procurement is a one-time purchase with a supply/service need-by date of February 1, 2025, and is critical for continuing the proper functioning of the agency's current aging SO2 monitors.
The total value of the procurement is $189,193.40, with Teledyne API as the sole source vendor. The agency received a 20% discount, bringing the cost down to $46,954.60. The funding will come from State Appropriate Funds, and the purchase is justified by the unique USEPA identification and approval requirements for air monitoring equipment. IEPA argues that alternative monitors are not compatible with their existing equipment, would require significant staff retraining, and could potentially compromise their ability to meet federal monitoring and public health advisory requirements. The sole source justification emphasizes the critical nature of maintaining a fully functional air monitoring network to protect public health.

Section VI - Business Rationale
1. Provide a detailed explanation of the need for the supplies or services:
USEPA has determined that breathing air contaminated by pollutants such as sulfur dioxide (SO2) and carbon monoxide, particulate matter (including speciation), lead, nitrogen oxides, and toxic compounds can reduce lung function and increase respiratory symptoms, especially asthma. Exposure to these air pollutants has also been associated with increased susceptibility to respiratory infections, medication use by asthmatics, doctor’s visits, and emergency department visits and hospital admissions for individuals with respiratory disease. Air pollutant exposure may also contribute to premature death, especially in people with heart and lung disease.
In order to warn the public when pollutant concentrations in the air reach levels that can be dangerous for at-risk populations, USEPA requires every metropolitan area with a population greater than 50,000 persons to continuously monitor pollutant levels and issue public advisories whenever those levels exceed specified unhealthy levels. These warnings have been deemed critical to the protection of the public from high levels of pollutants in the air. Air pollution levels in Illinois metropolitan areas may exceed these designated levels, making public advisories and warnings necessary.
Special consideration is warranted in this case as the health and safety of the citizens of the state is impacted by air quality. This procurement request is vital to ensure that the reporting of data collected by these monitors is both accurate and timely as the identification of potential threats to citizens due to hazardous air quality conditions is critical.
In order to continue providing this public service that aids in the preservation of citizen’s health, it is essential that the Illinois EPA is able to (and a USEPA requirement) maintain a fully-functional air monitoring network. The procurement of the Teledyne SO2 monitors is critical to continuing the proper functioning of our current aging SO2 monitors.
This procurement is for the purchase of eleven (11) Teledyne SO2 monitors for the purpose of updating and maintaining current equipment that meet the requirements of both USEPA and Illinois EPA requirements. If this procurement is not approved, the Illinois EPA runs the risk of not being able to meet the requirements of maintaining a fully functioning gaseous monitoring network. Failure to conduct the required monitoring or failure to issue public health advisories and warnings would constitute failure to achieve conditions of the Clean Air Grant and could place Illinois subject to grant sanctions, e.g. reduced funding. Such monitoring cannot be conducted without proper working SO2 monitors.

2. Provide a list and describe in detail the specifications required to satisfy the need:
Eleven (11) Teledyne T100u Ultra-Sensitive SO2 Monitors with zero/span ports, optical filter, USB and Ethernet ports, long-life sample filters, MODBUS communication protocol, and remote internet connection.
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
The Illinois EPA is federally required to maintain its Air Monitoring network. Besides maintaining monitors at the sites, Illinois EPA would not be able to maintain the network without having working spare units that are ready to be deployed when units fail or during scheduled maintenance and calibration times. Since Illinois EPA currently only operate SO2 monitors that are Teledyne, many spare components are on hand and therefore would not need to be purchased in the future. Also many components between different Teledyne monitors, samplers, and support equipment are interchangeable. Illinois EPA currently operates these Teledyne units: SO2 monitors, ozone monitors, CO monitors, NO2 monitors, PM samplers, ozone calibrators, ozone transfer standards, and multi gas dilution units.
Illinois EPA is not able to utilize other equipment manufactured by other manufacturers and vendors as substitutes. USEPA specifically approves each type of air monitoring equipment individually and uniquely. Different manufactures air monitors have unique USEPA identification approval and operational requirements. Therefore, Illinois EPA is not able to replace equipment back and forth with equipment with different USEPA identifications at Air Monitoring sites, Illinois EPA is limited to only use equipment with the same unique USEPA identification.
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
Illinois EPA is required to purchase trace level SO2 monitors under USEPA's National Core Network (NCORE) where EPA has only approved 2 such monitors including these monitors from Teledyne. Illinois EPA currently operates these Teledyne SO2 monitors as well as other Teledyne equipment. Illinois EPA is not able to utilize other equipment manufactured by other manufactures and vendors as substitutes.
USEPA specifically approves each type of air monitoring equipment individually and uniquely. Different manufactures and even different models from the same manufacture has its unique USEPA identification approval and operational requirements. Illinois EPA is not able to replace equipment at Air Monitoring sites unless they are units with the same unique USEPA identification. USEPA has not approve other manufactures and vendors with the same unique identification as the Teledyne units. Teledyne is the sole source provider of all Teledyne equipment (see attached sole source letter).
It should also be noted that the Illinois EPA has had significant issues with operating equipment from the manufacturer of the other approved monitor in regards to not being compatible with the majority of our data loggers limiting where we can operate them.
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No
5a. If no, why weren't alternatives evaluated?
Again as stated in #4 above, Illinois EPA currently operates Teledyne SO2 monitors as well as other Teledyne equipment. Illinois EPA can only use monitors with the same unique USEPA identification. Teledyne is the sole source provider of all Teledyne equipment (see attached sole source letter). Illinois EPA is also unsure the compatibility of the alternative monitor.
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
Teledyne provided a quote with a 20% discount totaling $46,954.60. The Agency believes it is fair and reasonable for this pricing given Teledyne typically does not or has not applied such discounts in the past and we are only able to purchase Teledyne equipment through them given they are the sole source sellers of the monitors where we cannot purchase these monitors from a secondary vender. The purchase of the other approved USEPA model would cost substantially more in initial cost, maintenance costs, and staffing costs given time required to learn to operate the monitor, as well as not knowing if they would be compatible with the majority of our data loggers.

8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
8a. If yes, please provide details regarding future obligations and/or needs:
Illinois EPA is required to operate these SO2 monitors for years to come. There are annual expendables and repair components that will inevitably be needed to properly maintain the operation of the monitors.
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
Illinois EPA would incur a significant financial burden on maintaining the SO2 monitors. Components of SO2 monitors as well as all other Air Monitoring equipment are not compatible between different manufacturers, therefore Illinois EPA would need to spend a significant amount of money on creating a large inventory of new compatible replacement parts to maintain the monitors.
Illinois EPA staff currently know the typical calibration, operation, and data retrieval of its Teledyne SO2 monitors. Illinois EPA has more than 10 years of experience on how these units work and how to deal with issues that will come up when the monitors are not operating correctly. Monitors from other manufactures operate differently causing extended work time on all stages of operating of the monitors. It would take longer to perform calibrations, program data loggers for data retrieval and operational data flagging, and when issues arise, it would cause staff to spend extended time on identifying the issues and repairing the monitors
10. Is there any additional information you would like to add to justify this sole source?

Monitors from other manufactures operate differently causing extended work time on all stages of operating of the monitors. It would take longer to perform calibrations, program data loggers for data retrieval and operational data flagging, and when issues arise, it would cause staff to spend extended time on identifying the issues and repairing the monitors
