About this file

This document is a Request for Information (RFI) for the Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) Case Management System. The RFI is seeking information from vendors that can provide a comprehensive, cloud-based, front-end Law Enforcement Investigative Case Management System, including software, project management, configuration, integration, and data management. ICE is specifically interested in companies with experience developing and implementing case management solutions for Law Enforcement Agencies (LEAs). The RFI outlines the key functional requirements for the case management system, including case management, media management, subject record management, search capabilities, data warehousing, and integration with federal data standards. The RFI is for market research and planning purposes, and ICE may use the responses to develop a procurement strategy, including determining if a set-aside will be used and contract vehicle selection. Responses are due by August 19, 2024, at 10:00 AM Eastern Time. ICE held an Industry Day in June 2023 and has already awarded a Blanket Purchase Agreement (BPA) for backend stabilization, enhancements, and sustainment support.

Performance Standards The following table defines the government’s expectations in terms of performance standards for the ICM System Maintenance and Services effort and regarding maintaining overall system performance as new features, new data sets, and additional users are added. Performance standards are contingent on the use of Palantir recommended hardware and/or cloud infrastructure.

Operational Availability (quarterly): Maintain system operational availability for 99.07% of the time. The target is 99.07% reported quarterly, and the program is over target. Availability will be calculated based on the Total number of minutes in reporting period – downtime (planned and unplanned))/Total number of minutes in reporting period.

The Government will continue to provide Tier 1 Support for case management system via the ICE Service Desk. The Government will continue to manage a Service Desk ticketing system and will provide Tier 2 and Tier 3 support personnel with access to that system. The Contractor shall provide Software Maintenance Tier 2 and Tier 3 Support. Software Maintenance Tier 2 and Tier 3 normal support hours of operation shall be provided Monday through Friday during the core hours of 9am-8pm EST, excluding holidays and weekends. ICM issues that cannot be resolved by Tier 1 Support shall be routed to Tier 2 ICM System Maintenance and Support and may be routed to Tier 3 as needed.
